Q1. When did you last change the straps on those devices?
A1. We don’t have specific documentation to ascertain exact replacements, but approximately 25% of the total straps in this requirement were replaced in early 2017, with most of those replacements occurring at the St Albans campus because of higher frequency of use and having a larger total quantity under this requirement.
Q2. Section 1.3.1 Scheduled Annual Maintenance – Can all of the lifts at both St. Albans and the Bronx be schedule at the same time? Or do the lifts currently have all different due dates for inspection, requiring monthly visits for inspections throughout the year?
A2. The sites are St. Albans and Brooklyn, not Bronx. Yes they can be all scheduled at the same time (same month). We actually prefer it that way.
Q3. Section 1.3.2 Biennial (every two years) Schedule Maintenance – Can you tell me exactly what year of this contract will the lift straps and batteries need to be replaced on all lifts (i.e. Base year, Option Year 1, etc.)? When were the straps last replaced?
A3. See answer A1. for information regarding when the straps were last replaced. Straps and batteries are expected to be replaced in the base year, option year 2 and option year 4.
Q4. Section 1.3.3 Repairs – Is the callback within 24 hours to schedule service/repair or to actually have technician on-site within 24 hours?
A4. We would prefer a technician to be on site within 24 hours, however 72 hours is acceptable. This section of the Statement of Work will be changed in the final award to read “Respond to callback within 72 hours, but preferably within 24 hours.” The Quality Assurance Plan will also reflect this change – see the chart on page 40 of this solicitation, as follows:
Tasks and Quality Standards changed from “Contractor shall provide a twenty-four hour response time to call-back repairs” to “Contractor shall provide a seventy-two hour response time to call-back repairs.” Incentives/Disincentives changed to add to Incentive “Response times are within twenty-four hours.”
Q5. Solicitation is marked as “Unrestricted” but further in the document it mentions preference for Small Business HubZone. We are not a Small Business HubZone; will you accept a proposal from us?
A5. The solicitation is not set-aside, but is “unrestricted” to full and open competition. Clause 52.219-4 is automatically included in this solicitation as applicable to HubZone Small Business only. It is prescribed by FAR 19.1309(b) – “The contracting officer shall insert the clause… in solicitations and contracts for acquisitions conducted using full and open competition.”
Q6. The solicitation includes “50 callbacks overall to include parts/installation”. Would you like an estimate for parts to be factored into the bid proposal? Or would parts be billed separately?
A6. Yes, per the SOW requirements, the annual inspection includes the first 50 call back repairs, so this cost factor should be reflected in your pricing. NOTE: The solicitation includes Provision 52.204-22 ALTERNATIVE LINE ITEM PROPOSAL on page 54. If you want to propose a different Price/Cost Schedule, you may provide one in your offer.
