CONTRACTING OFFICER

VA-VHA-SAOE-2018-182AFAA2

Please see provided responses below in RED to RFI’s 1 – 21 for this Solicitation.

1. Is there asbestos in the roofing materials?

No asbestos in the materials tested (see report attached). If other materials are encountered they have to be tested.

2. What is the thickness of the insulation/roof system below the top EPDM ballasted roof system?

Please see photo #7 in the report attached. Also see attached reference drawings of original roof prepared by Russo Sonder and HOK dated July 6, 1987 as provided by the VA.

3. Drawings show a 2 ply vapor barrier over concrete deck. Are these torch down or cold applied? Where are they shown in the specifications?

Entire roof system is cold applied. See cold applied specification section 075216.13. Also attached JM Vapor Barrier cut sheet.

4. Please let us know what thickness the roof system is at the front entrance canopy and adjacent roof.

See report and Photographs attached.

There are very low units and the skylights are low so we need to know thickness of existing.

5. How can we lift the equipment if needed?

VA RESPONSE: Please clarify which equipment need to be lift. All HVAC and chillers must be up and running 24/7.

6. Can we remove all debris from entrance canopy and adjacent roof from main driveway 15’ high away from roof. It will be done off hours.

VA RESPONSE: No. See drawings notes in revised Safety Plan GI004 dated 2/25/19

7. Can you please provide the core test information that entails the existing roof system minimum and maximum thicknesses? This information is essential for providing an accurate price within our proposal. By knowing this information we will be able to identify the quantity of dumpsters needed, as well as come up with a schedule identifying how long the demo process will take.

See Attached.

8. Can you verify if the new tapered roof system is the same as the existing tapered roof system? If the maximum thickness of the existing tapered system is the same as the new tapered roof system than there will be no need to temporarily take off the HVAC units, skylights, etc. In order to properly terminate the roof system per manufacturer’s recommendations, it is not necessary to remove HVAC units or curbs if there is at least 7” of clearance between the top of the roof system to the top of the curb. During the site visit we identified that the majority of the HVAC curbs were plenty tall and stood approximately 18” from the top of the existing BUR roof. Even if the max thickness of the new tapered system is greater than the max thickness of the old, we more than likely will still have 7” of clearance left to properly flash material.

See attached reference drawings of original roof prepared by Russo Sonder and HOK dated July 6, 1987 as provided by the VA.

9. Are bad weather days included with the 730 days allotted for the project?

VA RESPONSE: Bad weather days are included with the 730 days allotted.

10. During the site visit we noticed that there was a lay-down area close to the actual roofs included within the scope of work. However, the site is currently being occupied by another contractor. If we were able to access this area, it may be possible to limit the necessity of having to enter the building in order to remove and bring in material. Also, by having access to this area, it would be easier to load the roof, and remove the demoed material.

VA RESPONSE: See drawings notes in revised Safety Plan GI004 dated 2/25/19.

11. Is there a badging process prior to starting the work? If so, what does this process entail?

VA RESPONSE: Contractor employee must provide the following to obtain a temporary ID Badge (6 months):

1. One (1) government issued and current ID.
2. VA form 0711 (without background search).

3. TB test

4. OSHA training 30.
5. Privacy and Cyber Security training completion certificates.
6. Must be finger imaged.

12. The current plans are calling for us to install safety netting throughout the perimeter of each roof. Can you please provide clarity on how you would like us to anchor the netting to the inner or outer parapet walls? If we anchor to the walls, this may pose a problem that may deteriorate the existing brick and motor. Please advise on how we should handle this.

See SK-01 REVISED SAFETY PLAN dated 02/25/19.

13. The existing base sheet specified within the specifications can only be installed by using hot tar. This is of concern, because of the fact we will be pumping hot-tar up 120’ to the highest roof area. Pumping hot tar that high will bring about incidents that do not contribute to the overall well being of the project or personnel on site. Also the only other option would be to set a kettle on the roof, which is also very dangerous, especially on a hospital. A fire or explosion could transpire that could not only cause harm to the building, but to the crew working on the roof as well. There are other vapor barrier options that Johns Manville provides that can provide the same means of protection as the original vapor barrier specified. Some options include a peel and stick vapor barrier, cold-applied vapor barrier, and even a torch down vapor barrier. Would another vapor barrier be considered in lieu of the original vapor barrier specified? It is also important to note that the Hot-tar will highly fumigate the area. This would most definitely allow the fumes to interrupt patients and individuals within the hospital.

Entire roof system is cold applied. (See Attachment).

14. Can you please provide clarity as to how we are to install the new roof system? Is everything to be cold-applied, and all insulation fully adhered?

Entire roof system is cold applied. (See Attachment).

15. On the original solicitation there are two bid dates noted. One date specified is the 8th and the other date is the 7th. Please clarify which due date we are to acknowledge.

VA RESPONSE: March 8 at 10:15 AM

16. Can you release the original bid tabulation from the first time this project was bid?

VA RESPONSE: The original solicitation was later canceled. No other information will be released.

17. Would it be possible to designate an area for the erection of a stair tower? This would allow all crew personnel to access each roof area without having to enter the building. This would be much easier and less likely to disrupt hospital activities.

VA RESPONSE: No. All crew personnel to enter the building to access each roof area See drawings notes in revised Safety Plan GI004 dated 2/25/19.

18. Would it be possible to designate an area for a crane? Utilizing a crane will make it much easier to unload and load materials on each roof section. Also it would prohibit our crew from having to enter the building. This also would eliminate the likely hood of the hospital getting dirty or ruined due to transporting materials. With that being said daily production would be much faster, due to the fact or not having to transport small quantities of waste and other materials to and from the roof using the elevators and hallways.

VA RESPONSE: Utilizing a crane will not be permitted. See drawings notes in revised Safety Plan GI004 dated 2/25/19.

19. Will the final deliverable require UL Master Label or would a certificate of compliance to the standards for the SOW be acceptable? Reason. UL mast label require entire structure (all attached structures) to be up to code and standards in order to receive Master Label UL inspection is a third party inspection and sign off. UL master label available our UL Letter of Findings, that only address the specific SOW.

VA RESPONSE: A certificate of compliance to the standards for the SOW is acceptable

This RFI is about the access to the building:

20. There is approximately 450 tons of gravel ballast (up to 4” in size) that will be removed from all the roofs combined. Then we have all the extruded insulation 3.5” thick, EPDM, and the roof system below the EPDM (we need to get an answer on the thickness). We want to use the 1st avenue side to load and unload all material. We propose to use a sidewalk bridge with 2 scaffold contained hoists and a stair tower for personnel access. We will unload all the debris and load the materials via hoist. Please let us know if this will be acceptable.

VA RESPONSE: This is not acceptable. See drawings notes in revised Safety Plan GI004 dated 2/25/19.

21. Roof #10 Shows only half of the roof in the tapered insulation layout. Does the other half of the roof also taper or will it be flat insulation? Existing metal railing and ladder is called to be painted, please provide paint and primer information. JM Dynatread walkway pad is shown in the specs as the system walkway. The drawings show concrete pavers, please clarify which walkway should be used.

The other half of roof is also tapered. Paint and primer to be selected from manufacturers full range of colors. Detail 10 on sheet A401 is for existing relocated concrete pavers. Detail 12 on sheet A402 is for new pavers.

22. Has there been any asbestos testing? Do any of the six roof areas contain asbestos?

No asbestos in the materials tested (see report attached). If other materials are encountered they have to be tested.

23. The tapered roof design found in the plans is calling for a 1/8” slope per 12”, however the specifications are calling for the tapered system to be designed with a ¼” per 12” slope. Please clarify as to what slope we should use to design the tapered system.

Follow tapered plan.

24. Within the specifications there are two cover boards mentioned. The JM retro plus cover board is specified which is a perlite based cover board, and a Dens-Deck is also specified which is gypsum based. Please clarify as to which cover board we are to provide.

JM cover board is preferred.

25. On the overall roof plan of roofs 1 & 2 there is a detail that mentions an allowance for masonry work such as brick pointing. However I have not been able to find an allowance schedule that contains an allowance for masonry brick pointing. Will you please clarify if this is relevant to this project and if so, provide us with the allowance cost?

VA RESPONSE: Disregard any reference to rick pointing, cleaning, and repair of damaged brick and stone coping as referenced in Demo Key Note 12 on drawings AD101 & AD102.

26. Is the current system up to Code Compliance? Has there been a recent inspection of the current system? This is a remove and reuse. Just need to ensure that what we are taking off and putting back on is in compliance to avoid change orders for in adequate system.

VA RESPONSE: VA will investigate and provide information at a later date

27. For the Sections with pea gravel (front entrance) Is there any way to set up in the driveway to the entrance? Maybe just on the west side of the entrance in the yellow hashed area? If we could stage our gravel truck here, we would only need 2 days max to remove gravel.

VA RESPONSE: Gravel vacuuming on roof area #10 is permitted, but gravel truck is not permitted in the driveway to the entrance.

28. As for the ballasted sections. The ideal spot to make things go faster for me would be in the construction work zone off of E. 25th street. If not there then possibly off of 1st ave between the buildings. Can you please verify I our gravel truck could stage in any one of these locations?

VA RESPONSE: Contractor to provide safety plan for review and approval.

29. Will we need to provide engineered stamped drawings upon the completion of the project?

VA RESPONSE: Contractor to provide red markup as-built drawings in PDF format.

Lothrop to provide final as-built sealed and stamped drawings.
