RFI Responses for 526-14-105 Clean and Reseal Building 101 and 105
1. The TOC for Solicitation #36C24218B0051 lists specs 030100 – Maintenance of Concrete and 040100 – Maintenance of Masonry; however, they are not included in the package.
Answer: The following sections are part of the set and attached:
| 030100 – Maintenance of Concrete |
| 040100 – Maintenance of Masonry |
2. The specification includes section 10 14 00 – Signage but we do not see any reference to signs in the Drawings. Please clarify the scope of work related to signage.
Answer: Signs are to be provided around work areas for the safe passage of all persons.
Refer to sheet GS-2 (General Note #10, staging Note #7, and Safety Notes #11 & 12).
3. The scope of work on Page 5 of 48 in the solicitation lists ‘Replace Aluminum curtain wall and window frames as specified’. The contract drawings do not appear to indicate what panels are to be replaced nor any details of the paneling. Please advise.
Answer: No replacement of curtain walls systems. This project does include the replacement of caulking around the curtain walls both inside and outside Bldg. 105 as shown on Dwg. 105-AS-1.
4. The Scope of Work and Spec 01 10 00 – Summary indicates to ‘Clean all exterior surface areas as specified’, 2. Aluminum Curtain wall and window frames. The Spec includes ‘Test Cleaning #2 Report’ by Fellenzer Engineering, which makes ‘recommendations’ on the products to be used for cleaning (See page 2 of 5). Please confirm the intent is to follow their recommendations and use the ‘York Properties’ cleaner and sealer to ensure the cleaning results match those of the tests ran by Fellenzer.
Answer: Fellenzer found these cleaning products to work best on the façade. The Contractor is required to match the quality and guarantee found to work, but is not required to use the product or company listed.
5. Besides resealing the aluminum window perimeter joints – does the specification also require sealing the exterior aluminum and steel surfaces?
Answer: Yes. The entire building will be cleaned (part 1) using 2010 all surface cleaner by Prosoco, then sealed (part 2) using stone sealer #6 by Stone Technologies. This is clarified in section 040100 under section 2.01.
6. Please confirm the following concerning the quantity survey tables on drawings:
a. Should the table on page 8 of 11 (Dwg #105-AS-1) Building 101 East Elevation – read Building 105 East Elevation?
Answer: Yes. This has been verified that the quantities indicated are for Bldg. 105-East Elevation. This has been modified on the drawings.
b. Should the table on page 9 of 11 (Dwg #105-AS-2) Building 101 East Elevation – read Building 105 West Elevation?
Answer: Yes, this will also be revised on the drawings.
c. Should the table on page 11 of 11 (Dwg #105-AS-4) Building 101 South Elevation – read Building 105 South Elevation?
Answer: Same as #6a&b above.
7. Docs state both 110 day and 520 less 60 day duration please clarify
Answer: 520 days
8. Can we use video surveillance in lieu of unarmed guard?
Answer: No, unless approved in writing by the VA.
9. Keyed Note 12 does not appear on all elevations – is the intent to only replace sealant at the slate that the note is indicated?
Answer: We are not replacing the caulking /sealant in most areas, only around slate tiles being replaced as indicated on plans shown dark or bolded. The key note 12 has been repositioned to indicate these locations only.
10. Key Note 12 refers to remove all existing sealant and backer materials from all sides of slate panels. This note shows up only on Drawing 101-AS-1, 101-AS-2 and 105-AS-1. It is not only plan drawing 105-AS-2 thru -4, are there joints to be removed and replaced on those profiles?
Answer: Same as #9 above. We are to replace all existing sealant and backer rods around tiles being replaced only.
11. What is the correct Contract completion time? Drawings indicate 110 days, Solicitation Notice indicates 540 days.
Answer: 520 days
12. Will there be replacement of aluminum curtain wall and window frames included in this project?
Answer: Same as #3 above.
13. While the plan calls out to match color/texture/size for replacement of slate, “Will a more specific slate tile be specified for example “Region” or Blue, Black, Natural, Montauk Black, Brazilian Black or known supplier or quarry that existing slate panels were made or purchased from?
Answer: VA recently completed a portion of wall at Bldg. 105 indicted on Dwg. 105-AS-1 that was "Under Construction" in 2015 but has now been completed. VA shall provide information on where the slate tile was ordered to match existing.
14. Drawing GS-2 indicates suspended scaffold can be used for cleaning buildings 101 and 105. A recent VA bid for Building 101 said no suspended scaffold would be allowed.
Please confirm use of suspended scaffolding is okay for this project.
Answer: Use of suspended scaffolding is okay for this project.
Below are additional notes that have been added to drawing AS-1 flor clarity:
Drawing AS-1:
| ADD: General Note 2. All existing slate stone panel joints are to be resealed. | ||
| ADD: General Note 3. Contractor shall provide an allowance for an additional + 5,000 LF for | additional backer rod & caulking replacement & an additional + 5 slate tiles where found | necessary during construction. |
ADD: General Scope Notes:
1. Clean the existing metal, window frame and stone veneer with a low pressure wash and chemical cleaner.
1. Restore and seal the metal panel systems.
1. Restore and seal the window frames.
1. Restore and seal the stone panel system.
1. Repair and reseal the panel and window calking systems.
1. Remove minor portions of deteriorated stone panels and reconstruct using new materials of like finish.
1. Minor Patch and repair of the Cast in place and CMU concrete elements.
1. Replace metal doors and frames where same are rusted or damaged beyond repair, paint to match
1. Develop a maintenance schedule for maintaining the system once the restoration process is complete.
Building façade work will be accessed through the use of a series of suspended scaffolds at the roof level and ground lifts and fixed scaffolding.
Localized areas of deteriorated faced material were in various stages of distress.
In general, areas of repair will be selected to gain the most efficient use of the scaffolding and lifts. All replacement elements will be thoroughly sampled to provide the best possible match to the existing materials.
A series of cleaning samples will be included for the contractor to perform as part of the base contract, to determine the most appropriate cleaning solution and application technique.
| Man Doors: |
| Man doors and frames shall be refinished and repainted where the existing door is |
Not damaged or rusted. Where the door and frame have been deteriorated beyond repair, the assembly shall be replaced and finished to match the original color, or an alternative color at the VA discretion.
| Roll-up and Garage type doors: |
| Doors and frames shall be refinished and repainted where the existing door is not |
damaged or rusted. Where the door and frame have been deteriorated beyond repair, the assembly shall be replaced and finished to match the original color, or an alternative color at the VA discretion.
| Window: |
| Windows shall be cleaned as part of this project. |
| Calk Joints & Sealants: |
| Calk Joints, where damaged or deteriorated shall be cleaned and resealed as part of this |
project.
Regarding the joint sealants, the slate stone panel joints appear to be sealed with a black, butyl rubber type sealant which is failing in multiple areas and will need to be removed and replaced.
The aluminum panel façade component joints are sealed with an acrylic latex silicone type sealant in an off-white color and though heavily soiled they appear to be universally intact and well- bonded.
| It is proposed that the sealant be retained and cleaned wherever possible. However, at the | ||
| request | of the VA, or as may be determined through test cleaning, the material may be |
removed and replaced for a uniform appearance and age.
Please sign and date this addendum and include it with the bid submission.
