About this file
This is an Industry Questions and Answers document for Solicitation No. 36C24127Q0019, addressing landscaping and snow removal services at Providence VA Medical Center. The document clarifies contract requirements through eight questions and answers addressing pricing, service scope, equipment, and billing definitions.
Key clarifications include: per-inch snow removal pricing covers all repeated plowing, shoveling, and clearing throughout a snow event with 24/7 response capability; on-site snow relocation and off-site hauling use a single cubic-yard rate under CLIN X003 with no separate rates permitted; on-site storage areas and electrical charging infrastructure are not provided by the Government; the 25 annual mowing jobs and eight cleanup jobs represent estimated quantities payable only for services ordered and performed; ice-control work under CLIN X004 covers the first 24 hours of a continuous icing event with new billable events beginning after six consecutive hours without freezing precipitation; de-icing for roads, parking lots, and garages falls under CLIN X005 during measurable snowfall events and CLIN X007 for ice-only events, with the National Weather Service station KPVD (Rhode Island T.F. Green International Airport) designated for official snowfall measurements; and the document does not distinguish specific size or volume thresholds for tree and debris removal under CLIN X002 versus emergency work under CLIN X006. All services exceeding annual allowances require advance written Contracting Officer authorization through contract modification.

Industry Questions and Answers
Solicitation No. 36C24127Q0019 Landscaping and Snow Removal Services Providence VA Medical Center
A new solicitation amendment has been issued in addition to the responses provided below.
1. Snow Removal Pricing and Repeat Mobilizations
Question:
We understand the per-inch price includes repeated plowing, shoveling, and clearing throughout a snow event. Please confirm whether this includes all mobilizations and equipment deployments regardless of storm duration, including continuous or multiple-shift operations. Is there any circumstance under which prolonged storm operations would qualify for separately authorized compensation? Please also provide available historical snowfall and service records from the previous contract to support accurate pricing.
Answer:
Sections 6.3 and 6.4 require the per-inch price to include repeated plowing, shoveling, clearing, and normal drifting throughout a snow event. Section 6.10 requires 24/7 response capability, including nights, weekends, holidays, and successive events.
Exceptional conditions substantially beyond the defined scope may qualify for additional compensation only with advance written Contracting Officer authorization.
Historical snowfall and previous contract service records are not provided with the solicitation.
2. Snow Relocation, Hauling, and Annual Allowances
Please confirm whether on-site snow relocation and off-site hauling must be priced under a single cubic-yard rate or whether separate rates are permitted. Can the Government provide historical quantities or an anticipated split between these activities and identify the designated on-site snow storage locations?
If the 500-cubic-yard hauling/relocation allowance or 70-inch snowfall allowance is exhausted during an active storm, what process will be used to obtain the required Contracting Officer authorization while maintaining uninterrupted medical facility access?
Please identify the after-hours authorization process and the contractor’s required actions pending authorization.
Answer:
CLIN X003 establishes a single cubic-yard unit price for authorized on-site snow relocation and off-site hauling. Separate rates are not accepted.
Historical quantities, anticipated activity splits, and specific storage locations are not provided. On-site snow storage locations will be designated by the Government.
Sections 4.4, 6.5, and 9.1 require advance written Contracting Officer authorization for compensated work exceeding annual allowances. The Contractor must notify the COR as limits approach or are exhausted.
The solicitation does not establish a separate after-hours authorization process. Additional compensated work requires written Contracting Officer authorization.
3. Electric Equipment and Robotic Mowing
How would the Government evaluate and value a fully electric mowing and routine grounds maintenance approach, including reduced operating noise and elimination of equipment exhaust during use? Would these benefits receive consideration under the stated evaluation criteria?
Answer:
FAR 52.212-2 establishes Technical or Quality, Past Performance, and Price as the evaluation factors. The evaluation permits consideration of benefits exceeding minimum solicitation requirements.
The solicitation does not establish specific evaluation preferences or additional evaluation credit for electric equipment, robotic mowing, reduced noise, or reduced emissions.
4. On-Site Equipment Storage and Charging
May the contractor store mowing equipment, snow removal equipment, trailers, and materials on-site? If so, please identify the locations, dimensions or square footage, whether the areas are covered or secured, and any access restrictions. Would a contractor-provided storage container be permitted?
Is electrical service available for equipment charging? If so, please identify the voltage, amperage, available outlets, and whether electricity would be Government-furnished or charged to the contractor.
Answer:
The solicitation does not authorize or identify designated on-site storage areas for contractor equipment, trailers, materials, or storage containers.
Electrical charging infrastructure, electrical specifications, and Government-furnished electricity are not identified in the solicitation.
Section 11.2 establishes that contractor parking and site access are controlled by the Government.
5. Mowing and Cleanup Quantities
Are the annual quantities of 25 mowing jobs and eight cleanup jobs guaranteed quantities or estimates payable only for services ordered, performed, and accepted? What constitutes one complete job under each CLIN, and how would additional mowing cycles needed to maintain the required grass heights be authorized and paid?
Answer:
The pricing schedule identifies estimated annual quantities of 25 mowing jobs and eight (8) cleanup jobs. Payment shall be based on services ordered, performed, and accepted.
One complete job under each CLIN consists of performing the applicable services identified in the Performance Work Statement.
Additional service quantities beyond the contracted amounts shall require advance written Contracting Officer authorization through an appropriate contract modification.
6. Ice-Control Event Definition
CLIN X004 includes repeated treatments throughout a weather event or continuous period of winter conditions. What defines the end of one billable job and the beginning of another, particularly when refreezing continues over several days? How would services beyond the estimated 20 annual jobs be authorized and paid?
Answer:
Section 5.2 establishes that one ice-control job under CLIN X004 includes required inspections and repeat treatments during the first 24 hours of a continuous icing event.
A new billable event begins after six (6) consecutive hours without freezing precipitation or recurring icing conditions.
For events exceeding 24 hours, the Contractor may request additional compensation through the COR. Additional compensation requires advance written authorization from the Contracting Officer through an appropriate contract modification.
Services exceeding the annual quantity of 20 jobs also require advance written Contracting Officer authorization.
7. Road, Parking Lot, and Garage De-Icing
Please confirm which CLIN should include de-icing materials and applications for roads, parking lots, and the parking garage. How should treatment of these areas be priced and invoiced during freezing rain or other icing conditions with no measurable snowfall? Please also identify the National Weather Service reporting station to be used for snowfall measurement.
Answer:
Road, parking lot, and parking garage de-icing shall be included under CLIN X005 during measurable snowfall events.
For freezing rain or ice-only events with no measurable snowfall, services shall be performed under CLIN X007, with an annual quantity of twelve (12) jobs.
Each job includes initial treatment and necessary repeat applications. A new billable event begins after six (6) consecutive hours without freezing precipitation or recurring icing conditions.
Services exceeding the annual quantity of twelve (12) jobs require advance written Contracting Officer authorization through an appropriate contract modification.
The designated National Weather Service reporting station is Rhode Island T.F. Green International Airport (KPVD), Warwick, Rhode Island. Official snowfall measurements published through https://www.weather.gov/ shall determine billable snowfall quantities under CLIN X005.
Actual conditions at VA facilities shall determine required operational response and ice-control services.
8. Tree and Storm-Debris Removal
Please clarify the boundary between downed limbs and fallen trees included in CLIN X002 and separately authorized emergency work under CLIN X006. Are there size, volume, or equipment thresholds that determine when tree removal falls outside a routine cleanup job?
These clarifications will help us develop accurate pricing and plan the personnel and equipment needed to meet the VA’s requirements.
