About this file
This is an amendment to a federal solicitation providing responses to contractor questions regarding tank repair requirements. Solicitation No. 36C24126Q0740, dated August 24, 2026, confirms that the subject equipment is a CST bolted tank with model and serial number details contained in the Performance Work Statement (PWS). The tank will remain in service during repairs, with the liquid level capable of being dropped from 29 feet to 22 feet with advanced notice. The original equipment manufacturer (CST) was included in prior market research. Repairs must address multiple small leaks identified across 3-5 seams in vertical, horizontal, and bottom sections following a cleaning performed in December by Mass Tank; leaks range from drips to small projections. The government declines to quantify linear feet of seams requiring sealing, designating condition assessment and correction as prime contractor responsibility and a matter of means and methods. An aerial image or site layout showing the tank location and surrounding access area is provided in Attachment 1. The response due date remains unchanged as a result of these clarifications.
