About this file

This is a Brand Name or Equal Memorandum for the "Increase Emergency Power Distribution" project at the Providence, Rhode Island VA Health Care System (Project 650-22-104, dated 09/24/2026). The memorandum establishes specifications for an engine generator system with Caterpillar 600kW generator identified as the design intent, with approved equals permitted. The generator must be rated at 600 kW (750 kVA continuous) at 277/480V, 3-phase, Wye configuration, with 0.8 power factor lagging, and configured for parallel operation with other generators and utility sources using diesel fuel.

The engine generator system must comply with ASTM, ISO, NEMA, NFPA, UL standards and meet NFPA 99 and NFPA 110 requirements for Level 1 systems. Key technical requirements include factory-mounting on a welded structural steel base with vibration limitations (0.15 mm maximum, 24 mm/sec RMS velocity), operation at 100 feet above sea level in ambient temperatures from 32°F to 80°F, minimum four cylinders, cold-start capability at 40°F without starting aids using No. 2 diesel fuel, and capability for 10,000 hours between major overhauls. The system must include an electric heater maintaining coolant temperature at 90-100°F with thermostatic controls and circuit breaker protection, operating continuously except during engine operation or when water temperature reaches predetermined levels. Each generator specified for parallel operation must be configured for automatic parallel operation with the engine directly coupled to the generator.

Brand Name or Equal Memorandum “Increase Emergency Power Distribution” Project: 650-22-104

09/24/2026 Providence, Rhode Island VA Health Care System (650)

The engine generator system represents the design intent. Those listed are:

Caterpillar 600kW generator or approved equal

1. The engine generator system shall be in accordance with ASTM, ISO, NEMA, NFPA, UL, as shown on the drawings, as described in contract specifications, and shall conform to NFPA 99 and NFPA 110 requirements for Level 1 systems.

2. Parameter schedule –

a. Power Rating: Emergency Standby

b. Voltage: 277/480V

c. Rated Power: 600 kW 750 kVA continuous)

d. Power Factor: 0.8 lagging

e. Engine Generator Application: parallel with other engine generators and a utility source

f. Fuel: diesel

g. Voltage Regulation: + 2% (maximum) (No Load to Full Load) (standalone applications)

h. Phases: 3 Phase, Wye

i. Each component of the engine generator system shall be capable of operating at 30.48 meters (100 feet) above sea level in a ventilated room which will have average ambient air temperatures ranging from a minimum of 32 °F in winter to maximum of 80 °F in summer.

3. Engine generator shall have the following features:

a. Factory-mounted on a common, rigid, welded, structural steel base.

b. Engine generator shall be statically and dynamically balanced so that the maximum vibration in the horizontal, vertical, and axial directions shall be limited to 0.15 mm (0.0059 inch), with an overall velocity limit of 24 mm/sec (0.866 inch per second) RMS, for all speeds.

c. The isolators shall be constrained with restraints capable of withstanding static forces in any direction equal to twice the weight of the supported equipment.

d. Shall be capable of operating satisfactorily as specified for not fewer than 10,000 hours between major overhauls.

4. Each engine generator specified for parallel operation shall be configured for automatic parallel operation.

5. The engine shall be coupled directly to a generator.

6. Minimum four cylinders.

7. The engine shall be able to start in a 4.5 ˚C (40 ˚F) ambient temperature while using No. 2 diesel fuel oil without the use of starting aids such as glow plugs and ether injections.

8. The engine shall be equipped with electric heater for maintaining the coolant temperature between 32-38 °C (90-100 °F), or as recommended by the manufacturer.

9. Install thermostatic controls, contactors, and circuit breaker protected circuits for the heaters.

10. The heaters shall operate continuously except while the engine is operating, or the water temperature is at the predetermined level.
