About this file
This is a Special Notice and Justification for Single Source Award documenting the Department of Veterans Affairs' intent to award a sole-source contract to Varidyn LLC for patient privacy curtain standardization across the Boston Healthcare System's VA Medical Centers. The solicitation number is 36C24126Q0676, with a response deadline of August 6, 2026 at 12:00 PM Eastern Time. The contracting office is located in West Haven, Connecticut (zip code 06516), and the point of contact is Contracting Specialist Chadwin Walker at chadwin.walker@va.gov or 203-932-5711. The contract will be firm-fixed-price and covers NAICS code 238390 (product service code 7230).
The requirement is for the Varidyn V-Change Privacy Curtain Management Program, which provides disposable, recyclable privacy curtains; durable rod and hook assemblies compatible with existing hospital infrastructure; QR code-based tracking for inventory and compliance documentation; scheduled replacement services; and a recycling program. The intended contractor is Varidyn LLC, located at 90 E Halsey Road, Suite 380, Parsippany, New Jersey. The government justified the sole-source award based on Varidyn being the only vendor offering both standard and ligature-free curtains for mental health wards with integrated installation, replacement, tracking, and recycling services. Market research identified 18 capable vendors through SBS and 56 through ADDSUP, but none met the specific integrated service requirements. The contract qualifies as a small business set-aside per FAR 19.502-2(a), though the Rule of Two was not met. Interested parties may submit responses demonstrating why competition would be advantageous to the government by the August 6, 2026 deadline. No telephone inquiries will be accepted.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C241-26-AP-3553
1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 1, located at West Haven, CT, in support of the Boston Healthcare System.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Boston Healthcare System seeks standardization of all Privacy Curtains found within their VA Medical Centers. The Boston Healthcare System require a vendor that will both provide and service all privacy curtains and railing Systems found within the VA Medical Centers.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Varidyn V-Change Privacy Curtain Management Program offers several distinguishing features:
· Disposable, recyclable privacy curtains designed to support infection prevention initiatives.
· Durable rod and hook assemblies engineered to work with existing hospital curtain track systems.
· Curtain replacement without the use of ladders, improving technician safety and reducing disruption within patient care areas.
· QR code-based tracking that documents curtain locations, replacement history, inventory levels, and service activity.
· Electronic reporting that assists facilities with compliance documentation and inventory management.
· Scheduled replacement services performed by Varidyn, reducing the workload on hospital staff.
· Recycling program (Routine Replacements) that diverts used curtains from landfills.
· Integrated service model that includes products, installation, scheduled replacement, inventory tracking, and compliance reporting—all included in the price of each curtain.
The Varidyn system is designed to integrate with existing hospital infrastructure while requiring minimal changes to current operations.
The rod and hook assemblies are engineered to interface with existing privacy curtain track systems, allowing implementation without replacing installed curtain track infrastructure. Installation can be completed while maintaining normal patient care operations. The QR code tracking system operates independently to provide inventory management, service documentation, and compliance reporting. Reports can be provided electronically to support facility management and infection prevention teams.Because the program complements existing environmental services and infection prevention workflows, implementation requires minimal staff training while reducing the administrative burden associated with curtain replacement scheduling and documentation. Furthermore, Varidyn is the only company found that offers both regular patient privacy curtains and the ligature free (for mental health wards) shower curtains and patient privacy curtains. There are some companies that make the claim but their curtains are rod-based, meaning they use plastic rods approx. 12-18 inches, that can be used for nefarious purposes in a mental healthcare/inpatient ward setting.”
4. Description of market research conducted and results or statement why it was not conducted: A SBS search for NAICS 238390 and keyword “Privacy Curtains” returned 18 results. Additionally, an ADDSUP search with the keyword “Privacy Curtains” found 56 capable vendors. Correspondence with the Boston Healthcare System resulted in a need for the Varidyn brand Privacy Curtains to create standardization within the Boston Healthcare System Medical Center. An initial market research survey with Varidyn LLC found that the Varidyn V-Change Privacy Curtain Management Program is proprietary and unique to Varidyn the Small Business (SB) Original Equipment Manufacturer (OEM). Varidyn provides a comprehensive privacy curtain management program rather than simply supplying privacy curtains. The program combines disposable privacy curtains, rod and hook assemblies, professional installation, scheduled curtain replacement, inventory management, QR code-based asset tracking, and recycling program into one integrated solution. Varidyn technicians are trained specifically in healthcare environments and follow standardized installation and replacement procedures designed to minimize disruption to patient care while supporting infection prevention initiatives. Because the hardware, software, replacement schedule, and service model are designed to function together, customers receive a single point of accountability for product performance, compliance documentation, and ongoing support.
The Chief of Environmental Management of the Boston Healthcare System Dan Darroch’s research has concluded that “Varidyn is the only company found that offers both regular patient privacy curtains and the ligature free (for mental health wards) shower curtains and patient privacy curtains. There are some companies that make the claim but their curtains are rod-based, meaning they use plastic rods approx. 12-18 inches, that can be used for nefarious purposes in a mental healthcare/inpatient ward setting.”
No FSS/GSA/NAC/SAC contract was found for the Varidyn V-Change Privacy Curtain Management Program. There is no NMR waiver for ophthalmic instruments for NAICS 238390. Without the NMR Waiver, per VAAR 819.7003(d), there cannot be a SDVOSB set-aside. With the SBA NMR Exception, per FAR 19.502-2(a), the requirement is eligible for a Straight SB Set-Aside. However, due to the Rule of Two not being met and only the OEM is able to provide the requirement, the recommendation is a sole source to the SB OEM distributor Varidyn LLC.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
