About this file
This document is a Service Contract Act Wage Determination (WD # 2015-4047, Revision 34) issued by the U.S. Department of Labor for federal service contracts in specified Massachusetts counties. The wage determination applies to Essex, Middlesex, Norfolk, Plymouth, and Suffolk counties and establishes prevailing wage rates that contractors must pay employees working on federal service contracts in these jurisdictions.
The determination covers over 150 occupation classifications ranging from administrative and clerical positions to skilled trades, health occupations, information technology, and technical roles. All listed occupations receive a base health and welfare benefit of $5.55 per hour (up to 40 hours per week or $962.00 per month), with an alternative rate of $5.09 per hour for employees covered by Executive Order 13706. Vacation entitlements include two weeks after one year of service, three weeks after five years, and four weeks after ten years. Employees receive a minimum of eleven paid federal holidays annually. Special provisions apply to computer professionals earning at least $684 per week, air traffic controllers and weather observers who receive a 10 percent night differential and 25 percent Sunday premium, and hazardous work positions with 4 or 8 percent pay differentials. Uniform allowances are reimbursed at $3.35 per week where required. The wage determination requires contractors to submit conformance requests using Form 1444 (SF-1444) within 30 days of contract award for any occupation classifications not listed but needed for contract performance, with approval required from the Department of Labor's Wage and Hour Division before work commences.
