About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (SF 1449) issued by the Department of Veterans Affairs for waste management and recycling services. The VA Boston Healthcare System seeks a contractor to provide comprehensive solid waste disposal and recycling services across three campuses: Brockton, West Roxbury, and Jamaica Plain in Massachusetts. The solicitation number is 36C24126Q0578, with an offer due date of July 9, 2026, at 11:00 EDT, and an intended performance start date of August 1, 2026. This is an unrestricted acquisition with a Firm Fixed Price (FFP) contract type using a competitive acquisition method without discussions.
The contractor must provide all labor, equipment, supplies, and disposal services for multiple waste streams including regular solid waste, construction/miscellaneous debris, yard waste, wood, metal, commingled single-stream recycling, and mattress disposal on an as-needed basis. Services include waste collection, recycling, training, equipment maintenance, waste audits, and monthly reporting to achieve the facility's 55% recycling rate goal. The base contract period runs from August 1, 2026, through January 31, 2027 (6 months), with four optional one-year extension periods. The contractor must respond to maintenance requests within 24 hours, inspect hydraulic equipment monthly, and provide a 24-hour emergency number. Pricing is structured by waste stream category with monthly charges for regular solid waste, construction debris, yard waste, wood, metal, and single-stream recycling, plus rental/lease fees for compactors, dumpsters, and containers. Historical tonnage data is provided for cost estimation across all three campuses. A mandatory site visit is scheduled for June 23, 2026, and the question deadline is July 2, 2026, at 11:00 Eastern time. Invoices are submitted monthly through the VA's electronic system with itemized details of pounds recycled and disposed, service locations, and service dates. Estimated annual waste volumes total approximately 3,044 tons across all three facilities.

SOLID WASTE DISPOSAL AND RECYCLING SERVICES
The VA BOSTON HEALTHCARE SYSTEM (BROCKTON, JAMAICA PLAIN AND WEST ROXBURY) Healthcare System solid waste service is a critical support service for the VA BOSTON HEALTHCARE SYSTEM (BROCKTON, JAMAICA PLAIN AND WEST ROXBURY) Healthcare System. Solid waste must be removed from the facility in an efficient and timely manner so as not to interfere with work production within buildings or at the loading docks. Maintaining the cleanliness and aesthetic appearance of the equipment shall be a high priority.
The loading dock is the most critical area for the management of the solid waste. The waste must be removed on schedule so as not to interfere with the facility operations at the loading dock. The containers must be in good condition. The contractor shall provide new equipment to ensure the cleanliness and aesthetic appearance are satisfactory.
The Contractor must provide a plan for maintaining the cleanliness of the containers and equipment. The contractor shall maintain all compactors in proper operating condition according to the manufacturer's specifications. In the event of failure, the contractor shall respond to the maintenance request within 24 hours from the time the contractor is notified of any failure. Contractor will provide a 24‐hour Emergency Number for the VA to call in the event of an emergency. If the contractor cannot repair the compactor(s) within 24 hours of notification, the contractor shall replace the self‐contained unit associated with the inoperative compactor with a comparable size open‐top container. In this event, unless the self‐contained unit is full, the contractor shall not charge the VA for removal of the waste within the self‐contained unit. Furthermore, upon repair of the compactor(s), the contractor shall not return the associated self‐contained unit until the replacement open‐top container is full and the VA requests its removal.
The Contractor shall supply hydraulic equipment filled with biobased oil. The Contractor shall inspect all onsite oil filled hydraulic equipment on a monthly basis to ensure equipment is functioning properly and is not leaking. Contractor will provide completed monthly inspections results to COR. If the Contractor or the VA identifies leaking equipment, it shall be the Contractors responsibility to clean up the spill within 2 hours and repair the equipment with 24 hours.
While disconnecting hydraulic equipment during pickups, the Contractor provides fittings such that disconnected hydraulic hoses will be prevented from any minor hydraulic oil dripping/spills. Should any hydraulic oil drip/spill while connecting or disconnecting equipment the Contractor shall notify the VA and clean‐up immediately.
The Contractor shall provide the methods and procedures proposed to provide the required preventive maintenance and emergency repairs to the Contractor provided solid waste containers and equipment. If abuse or vandalism is identified, it shall be immediately brought to the attention of the COR, and arrangements for repair shall be agreed upon by Contractor, Contracting Officer, and COR.
Contractor will provide additional/supplemental roll-offs (of varying sizes to be determined) as needed to support Medical Center Activations/Clean-outs. Supplemental roll-offs shall be placed at a proximate/convenient location to support these endeavors.
The compactor needs to be sized appropriate. The compactor must be designed to maximize fullness and to minimize the required pulls, to avoid disruption to service. The compactor must be designed to meet or exceed all safety standards to include key type lock/start control, emergency disconnect within 10 feet of the machine, and an emergency stop. The contractor shall provide to the facility if requested vertical/horizontal balers. The balers shall produce bales that are 60 inches by 30 inches to assure maximum value of the baled materials. Unit must be designed to prevent leakage, spillage, odors and pest control concerns. Compactors shall have electronic notification devices that notify the COR and the contractor about conditions of the unit. Compactors without loading docks will be required to have a cart dumper to minimize handling of the solid waste by the VA staff.
Contractor shall maintain a log of all waste/recycling shipments. The log shall identify the date, time and weight/quantities of all waste/recycling removed. The log shall also be itemized to properly categorize waste/recycling into designated pricing groups for monitoring purposes where applicable. This shall include at minimum, but not be limited to: Solid Waste, Solid Waste – Construction Debris, Recycling – Metal, Recycling - Cardboard, Recycling – Comingled, Solid Waste – Food Waste, Solid Waste – Yard Waste. Contractor shall maintain a log of recycling shipments. The log shall identify the quantities of recyclables shipped and the rebates generated as a result.
The Contractor is responsible for the removal and transporting of all baled items from the facility. The contractor will also provide the facilities will Bale Tie Wire (14ft x 13 gauge, 250/bundle or equivalent) as requested.
Recyclable materials collected under this contract shall be sold by the Contractor at prevailing market rates. The Contractor shall apply any and all rebates or revenue generated from the sale of recyclable materials as a credit against the monthly invoice. The Contractor shall provide documentation of the market rate used, the quantity sold, and the rebate amount calculated for each material stream. In months where market conditions result in zero or negative commodity value, the Contractor shall notify the COR in writing within five (5) business days of that determination and provide supporting market data. No additional charges to the VA shall result from negative commodity markets unless a separate cost-recovery mechanism is negotiated and approved in writing by the Contracting Officer prior to award.
Contractor shall maintain a log of recycling shipments. The log shall identify the quantities of recyclables shipped and the rebates generated as a result.
Contractor shall design a recycling program to institute recycling items not currently captured by the VA BOSTON HEALTHCARE SYSTEM (BROCKTON, JAMAICA PLAIN AND WEST ROXBURY) Healthcare System to meet the VA Directive. The recycling program shall be identified as part of the waste audit. Contractor shall consider single stream based on the size and location of facilities.

· Delivered within 48 hours of notification.
· Receipt of pickup provided to COR
WASTE AUDIT
The Contractor shall provide to the VA BOSTON HEALTHCARE SYSTEM (BROCKTON, JAMAICA PLAIN AND WEST ROXBURY) Healthcare System an annual waste stream survey of all sites to include a formal written report after completion, in which contractor specifically reviews the waste generation and waste flow within a facility to determine areas of opportunity for waste reduction and elimination. Waste Audit and requested data is due to the VA BOSTON HEALTHCARE SYSTEM (BROCKTON, JAMAICA PLAIN AND WEST ROXBURY) and provided to each of the individual facilities by November 1st following each completed year.
Once a clear reduction plan is approved, the Contractor and the VA will implement the program. Contractor and VA will develop internal relationships with generators and work with them to achieve the program's goals. Contractor and VA will train generators on the different types of waste in their area (infectious, noninfectious and recyclable) and where to properly dispose of it. The contractor shall monitor and track cost, waste generation by type and location, and training records for employees. All training records shall be sent electronically to the COR and COR designee.

SECTION C - CONTRACT CLAUSES
C.1 52.212-4 CONTRACT TERMS AND CONDITIONS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2023)
(a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(b) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.
(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.
(d) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes. Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause at Federal Acquisition Regulation (FAR) 52.233-1, Disputes, which is incorporated herein by reference. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers.
