About this file
This is an amendment to a combined synopsis/solicitation for Variable Frequency Drive (VFD) units at the VA Connecticut Healthcare System's West Haven VA Medical Center. The solicitation (36C24126Q0551) is issued as a Request for Quote (RFQ) under FAR subpart 12.6 for commercial products and services, with a response deadline of June 16, 2026 at 12:00 PM Eastern Time. The procurement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a NAICS code of 238220 and small business size standard of $19.0 million. The contracting office is located in Augusta, Maine (ZIP 04330), with the point of contact being Contract Specialist Yolanda Rankin. The place of performance is 950 Campbell Avenue, West Haven, Connecticut 06516.
The amendment addresses three key questions regarding technician qualifications and controls scope. Contractors must provide documentation for each technician including current relevant experience, training, and qualifications; OEM manufacturer training certificates applicable to the equipment; and current factory certifications or manufacturer authorized service certifications. Regarding the control scope, the contractor's responsibility is limited to installation and physical integration of new VFD control wiring into the existing Johnson Controls building automation system infrastructure, including field wiring terminations and coordination. The existing controls contractor will handle all required BAS programming, software modifications, integration, point mapping, and commissioning to achieve automatic operation. The response due date remains unchanged at June 16, 2026, with solicitation documents archived 15 days after the response date.
