About this file
This is a Justification for Single Source Award notice and solicitation for specialized laser equipment services. The Department of Veterans Affairs, Providence VA Medical Center is seeking a Certified Laser Operator/Trainer for Nutrace Laser Etching equipment on a sole-source basis. The contractor will provide one certified operator for one-week quarterly assignments over a one-year period of performance from June 1, 2026 through May 31, 2027. Services include laser marking, neutralization, tray auditing, count sheet revisions, quality inspection, and reporting, with all work to be documented and meet surgeon specifications. The intended contractor is Martin Aijs LLC, an SDVOSB and authorized Nutrace vendor located in Wadsworth, Ohio. The contract will be awarded as a firm-fixed-price sole-source award under simplified acquisition procedures for amounts exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Government determined sole-source acquisition is appropriate because Nutrace equipment is proprietary and only authorized vendors can operate it. Market research confirmed that while four potential vendors were identified through ADDSUP, only Martin Aijs LLC and Anthem Surgical Instrument Services are authorized by Nutrace's representative (DARR Surgical). Martin Aijs is the sole authorized vendor capable of providing services on the east coast. The solicitation number is 36C24126Q0508 with a response deadline of June 1, 2026 at 12:00 PM Eastern Time. Interested parties may submit evidence demonstrating that competition would be advantageous to the Government. Inquiries should be directed to Chadwin Walker, Contracting Specialist, at chadwin.walker@va.gov with no telephone calls permitted.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C241-26-AP-2682
1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 1, located at West Haven, CT, in support of the Providence VA Medical Center.
650-26-3-8051-0054
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Providence VA Medical Center requires a Certified Laser Operator/Trainer for their Nutrace Laser Etching Equipment.
The Contractor will provide one Certified Laser Operator/Trainer, for one week, quarterly, for one year. The contractor shall provide all necessary labor, management, supervision, technical skills, quality control, materials, tools, transportation, software and equipment necessary to provide preventative maintenance and repair service for the NuTrace System. The equipment must be serviced with the use of OEM parts, tools and materials. The contractor must have access to OEM parts to ensure timely repair services and delivery, and suggested Vendor Martin AIJS is an authorized distributor and servicer of the Nutrace Laser System. The most advantageous option to the Government is to engage OEM servicer Martin AIJS for this specialized work.
Period of Performance (POP): 06/01/2026 – 05/31/2027
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Large Business (LB) Original Equipment Manufacturer (OEM) Nutrace has a manufacturer’s representative (DARR Surgical) that provided correspondence stating the SDVOSB Martin AIJS, is the sole source for service on this equipment due to the proprietary nature of this highly specialized Nutrace Laser Marking and scanning system. Only authorized Nutrace vendors are capable to operate Nutrace equipment.
3. Description of market research conducted and results or statement why it was not conducted: A SBS search for NAICS 541990 and keyword “Nutrace Laser” returned 0 results. Additionally, an ADDSUP search with the keyword “Nutrace Laser” found 4 capable vendors; Martin Aijs LLC, Promedical Inc, Anthem Surgical Instrument Services, and Security Operations Group International LLC. An initial market research survey with Darr Surgical (the Nutrace’s representative) found that the Nutrace Laser Etching are proprietary to the Original Equipment Manufacturer (OEM) Nutrace. DARR also provided a list of authorized vendors that are authorized and capable of providing the Nutrace Laser Etching Service Operator/Trainer; Martin Aijs LLC (SDVOSB) and Anthem Surgical Instrument Services (SDVOSB). DARR also stated that Martin is the only authorized vendor capable of working on the east coast making this is an SDVOSB sole source requirement. Government-wide databases were queried. GSA advantage was searched with keyword “Nutrace laser etching” which resulted in 0 hits. There is no NMR waiver for NAICS 541990. Furthermore, this is a service NMR doesn’t apply.
4. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
