About this file

This is a Special Notice of Intent to Sole Source documenting the Department of Veterans Affairs Connecticut Veterans Affairs Medical Center's proposed procurement of Pyxis medical equipment on a brand name only basis. The solicitation number is 36C24126Q0496, with a response deadline of May 23, 2026 at 4:00 PM Eastern Time. The requirement consists of two items: one Pyxis ES Main MedStation with two drawers (MESR2B--0H--0N2U0M0B0V) and one Pyxis ES refrigerated unit with 13 cubic feet capacity and three deep drawers (137550-01). The procurement falls under NAICS code 541519, and the contracting office is located at 555 Willard Avenue, Newington, CT 06111, with Janice Jones serving as the primary point of contact.

The VA intends to sole source this procurement under FAR 6.302-1, citing that only BD Pyxis ES equipment satisfies the agency's requirements due to system integration and compatibility with existing Pyxis infrastructure, mandatory patient safety and automated dispensing capabilities required by VHA Directive 1195, established clinical workflows built around Pyxis platforms, and medication security infrastructure already approved facility-wide. The justification emphasizes that no alternative manufacturer's products are technically compatible with the existing VA Pyxis ecosystem without compromising chain of custody controls and patient safety protocols. Interested parties may submit documentation demonstrating their qualifications by the response date; however, this is explicitly not a request for competitive proposals, and the government reserves sole discretion to determine whether to conduct an unrestricted open market procurement based on responses received.

The proposed procurement is for products which the Government intends to solicit and negotiate with only one brand name under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 41 U.S.C. 3304(a)(1). The North American Industry Classification System code (NAICS) for this requirement is 541519. All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to janice.jones@va.gov.

The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct an unrestricted open-market procurement.

The BD Pyxis ES system is a proprietary platform, and no other manufacturer’s products are technically compatible with the existing VA Pyxis ecosystems. Key justifications include:

· System Integration & Compatibility: Only Pyxis ES equipment integrates natively with current Pyxis servers, access controls, software, audit logs, and existing profiles. No alternative ADC refrigerator or cabinet can interoperate with the Pyxis ES environment without compromising chain of custody controls.

· Mandatory Patient Safety Requirements: BD Pyxis systems provide automated transaction logging, controlled access, and security features required for high-alert medication management, protecting both patients and staff.

· VHA Directive 1195 Compliance: The OR requires an automated dispensing cabinet (ADC) for high alert medications. The existing refrigerator is not automated or secure and cannot be made compliant. Only the Pyxis ES ADC refrigerator meets mandatory VHA 1195 requirements.

· Established Workflows & Training: Clinical workflows—nursing, pharmacy, anesthesia—are built around Pyxis ES user access rules, override procedures, discrepancy reporting, and emergency protocols. Replacing with a different system would require significant retraining and introduce patient safety risk.

· Medication Security Infrastructure: Facility approved Pyxis devices across the medical center. Only Pyxis ES equipment can operate as a secure extension of this existing network.

· OEM Exclusivity: BD/CareFusion is the sole manufacturer of Pyxis equipment and the only qualified provider of installation and maintenance. A letter dated 03/04/2026 confirms BD/CareFusion as the exclusive source.

Thus, only BD Pyxis ES equipment satisfies the clinical, operational, safety, and regulatory requirements.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.
