About this file

This is Amendment No. 2 to a Request for Quote (RFQ) issued by the Department of Veterans Affairs (VA) for medium voltage feeder testing and replacement services at the VA Central Western Massachusetts Medical Center in Leeds, MA. The amendment incorporates three questions and answers submitted by prospective offerors that clarify technical specifications and project requirements. The cable specifications require 1C/4/0 copper conductor with 220 mil EPR insulation rated at 15kV 133% insulation, with an approximate distance of 260 feet that contractors must verify. The amendment confirms that a generator rental will not be needed for the project, as the existing Generator 65 (a 13.8kV medium voltage generator) does not serve Building 65. Additionally, the government clarifies that after-hours work is not anticipated to be required, allowing contractors to plan their schedules accordingly around the existing redundant feed and backup systems.

The solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBCs) under NAICS code 238210 with a $19.0 million small business size standard. The response deadline is May 15, 2026 at 4:00 PM Eastern Time. The contracting office is located in Providence, RI (ZIP 02908), with the point of contact being Contract Specialist Juliette Buchanan at juliette.buchanan@va.gov or 401-273-7100. A mandatory site visit was scheduled for May 7, 2026 at 10:00 AM at Building 65, 421 North Main Street, Leeds, MA 01053. The product service code is K061, and this is a commercial services procurement under FAR subpart 12.6.
