About this file
This is a Combined Synopsis/Solicitation document issued as a Request for Quotation (RFQ) for the procurement of Stryker iBed Wireless Server technology and related services for the Manchester VA Medical Center in New Hampshire.
The Department of Veterans Affairs, Veterans Health Administration (VHA) Connecticut, is seeking quotes for the supply and installation of Stryker iBed Wireless Server License, Integration, Dashboard, Server Maintenance, and Installation services. The specific requirements include 28 Stryker iBed Server Application licenses (Part #5212501000), one iBed Wireless Integration unit (Part #5212700000), 28 Vision Dashboard licenses (Part #521205090001), and one year of Server Annual Maintenance (Part #52127800). The solicitation is issued as a Small Business (SB) set-aside under NAICS code 513210 with a small business size standard of $47 million. The contracting office is located in West Haven, Connecticut (ZIP 06516), with the point of contact being Contracting Specialist Chadwin Walker. Quotations must be submitted by 12:00 PM Eastern Time on May 14, 2026, to chadwin.walker@va.gov, and the award will be made to the capable SB class distributor offering the lowest total price. Delivery is anticipated between January 19, 2026, and March 1, 2026, with installation, training, and service manuals required post-delivery. Respondents must be actively registered in the System for Award Management (SAM), verified as a small business on the SBA DSBS website, designated as an authorized Stryker distributor, and must submit an authorized reseller letter with their quote. The justification for this procurement notes that Stryker iBed software is proprietary to the Original Equipment Manufacturer and necessary to support Stryker mattresses already in use at the facility; market research identified only two capable authorized vendors: Beacon Point Associates and Trillamed LLC.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C241-26-AP-1510
1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 1, located at West Haven, CT, in support of VISN 01, VA Health Care System at Manchester, NH.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Base Service of:
STRYKER iBed Server Application licenses QTY 28 iBed Wireless Integration QTY 1 Vision Dashboard QTY 28 Server Annual Maintenance QTY 1
The Manchester VA Medical Center is requesting the procurement of the Stryker brand iBed Server Application licenses and Vision board to take actionable data from the Stryker Mattresses already found at the Manchester VA Medical Center. The data will be used to receive the patient’s fall assessment score, room assignment, and ADT status to better help the staff of the Medical Center with patient care.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Stryker iBed Server Application licenses are propreietary to the Large Business (LB) Original Equipment Manufacturer (OEM) Stryker Sales. The required software is necessary for the Stryker Brand Mattresses already found at the Manchester VA Medical Center. The Vision dashboard takes actionable data from Stryker beds and uses it to broadcast which beds are/are not compliant with the Medical Center’s fall prevention protocols.
4. Description of market research conducted and results or statement why it was not conducted: A SBS search for NAICS 513210 and keyword “Stryker iBed” returned 0 results. Additionally, an ADDSUP search with the keyword “Stryker iBed” found 1 capable vendor; Trillamed LLC. An initial market research survey with Stryker Sales, LLC found that the Stryker iBed Wireless Server License, Integration, Dashboard, Server Maintenance and Installation are proprietary to the Original Equipment Manufacturer (OEM) Stryker. Stryker also provided a reseller list of authorized vendors that are authorized and capable of providing the Stryker iBed Wireless Server License, Integration, Dashboard, Server Maintenance and Installation; Beacon Point Associates and Trillamed LLC. Government-wide databases were queried. GSA advantage was searched with keyword “Stryker iBed” which resulted in 1 hit. Contract 36F79721D0021 was found, however, the resulted item is not the required item needed for this acquisition. The NAC was also queried where contract 36F79721D0021 was also found. However, none of the required items were found on the NAC. There is no NMR waiver for NAICS 513210. Without the NMR Waiver, per VAAR 819.7003(d), there cannot be a SDVOSB set-aside. With the SBA NMR Exception, per FAR 19.502-2(a), the requirement is eligible for a Straight SB Set-Aside.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
