About this file

This is a Request for Sole Source Justification (J&A) document for the Department of Veterans Affairs seeking approval to contract with The Hitchcock Foundation for the Home-Based Self-Management and Cognitive Training Changes Lives (HOBSCOTCH) program. The contracting activity is the VA Jamaica Plain (VAMC) in Jamaica Plain, Massachusetts, with an estimated contract value across all options totaling a redacted amount. The contract includes one 12-month base year (9/25/2026-9/24/2027) and four 12-month option years (through 9/24/2031), with exercise of options at the sole discretion of the Government.

The HOBSCOTCH program is a proprietary, copyrighted cognitive intervention for adults with epilepsy that helps address memory, attention, and executive-function problems through evidence-based self-management training. VA requires delivery of the official eight-session intervention to approximately 300 Veterans, training and certification of up to 20 VA clinicians as Cognitive Coaches annually, provision of 300 official Veteran participant material sets and 105 additional sets for VA clinicians, and approximately 480 hours of program administration, training, coordination, technical assistance, fidelity monitoring, evaluation, and quarterly/annual reporting. The Hitchcock Foundation is the sole entity controlling the proprietary curriculum, certification standards, and fidelity infrastructure. The justification cites 41 USC §3304(a)(1) as the statutory authority for sole-source acquisition. Market research confirmed no other capable source could independently provide the complete official HOBSCOTCH requirement at the required national scale, and a special notice posted on SAM.gov on 7/15/2026 with a response deadline of 7/22/2026 yielded no responses from interested sources. The Contracting Officer will determine fair and reasonable pricing prior to award through comparison with the Independent Government Cost Estimate, review of published commercial rates, analysis of escalation rates, and technical evaluation of staffing and materials.
