About this file
This document is a Performance Work Statement (PWS) clarification section detailing technical requirements for an electronic inspection system. The PWS requires a software solution with multiple modules including a QA Inspector Software License, Pest Control Manager Software License, and Inspector User Licenses for 6-10 users. Key system capabilities include a secure portal for accessing inspection results, ability to modify checklists, offline functionality with automatic Wi-Fi synchronization, and comprehensive on-site training.
The system must integrate with existing government-furnished equipment and tablets, provide electronic checklists for standard cleanliness inspections, and generate detailed reports showing inspection items, pass/fail status, recorded deficiencies, and overall inspection area performance percentages. The solution needs to support template customization, allow photo documentation of deficiencies, create reminders for inspection close-outs, and enable report sharing between departments. The training component involves hands-on instruction covering system functionality, report creation, portal navigation, and comprehensive inspection system overview.

B. PWS 2.1 – Technical Clarification
Please provide detailed descriptions of each module referenced, including:
• QA Inspector Software License: full description of functionality. The software license that is required to access the secure portal to access all inspection results, print our reports, set up the checklists.
• Additional Inspection Types: list all additional inspection types and describe functionality. The ability to alter the check lists that are uploaded into the portal to adjust for any changes in the original checklists. The ability to add additional checklist to the program if needed staying within the original 3 check list quote that was received.
• Pest Control Manager Software License: full description of functionality. The ability to add a pest control check list in the future to aid in the departments integrated pest management program.
• Inspector User License Fee (6–10 inspectors): technical capabilities granted to each inspector license. License fees that were quoted to have 6-10 individuals access the portal, inspection checklist, and all other functions of the program.
• Database Setup: description of the expected work product and deliverables from the database setup. Data base set up should provide the initial check list set up, the portal set-up to allow us access to the inspections and reports produced by the QA inspection system.
C. PWS 2.2 – Kick Start
• On-Site Training: provide curriculum outline, training duration, and post-training support structure. On site hands on training on how the inspection systems works. In depth training on the reports that can be created, how they are accessed, and how the portal for the system works. Training on the ability to add photos of deficiencies that are found. How to produce reminders when open inspections need to be closed out and who is responsible for the close out on the inspections. A hands on over view of all topics related to the inspection system.
D. PWS 2.3 – Equipment & Supplies
• Supplies: specify what supplies are to be provided. Supplies are not needed the system needs to be able to be connected to current government furnished equipment that is within the department currently. It needs to be able to work on the tablets that are currently used by the department.
• Equipment: specify what equipment is to be provided. Equipment is not needed the system needs to be able to be connected to current government furnished equipment that is within the department currently. It needs to be able to work on the tablets that are currently used by the department.
• Software: specify what software is to be provided. The software that is needed is the software the inspection system works off, as well as a secure portal for the department to access all inspections, reports, findings, and the ability to print/create reports that we can share with other departments as needed
• Training: clarify whether this is the same training referenced in PWS 2.2 (Kick Start) or a separate requirement. Same training
E. PWS 2.4 – Templates
• Mandatory Questions: please provide the full set of mandatory questions.
Templates are the checklists that are uploaded into the system that will allow the department to complete our standard of cleanliness inspections electronically versus on paper.
F. PWS 2.5 – Reports
• Reports: please provide examples of reports generated under this requirement. I can’t provide examples, but the reports need to be able to show the items that were inspected if they passed or failed, all recorded deficiencies in the area inspected, and the final percentage of the inspected area to show either a passing or failing rate of the area.
G. PWS 2.7 – Hosting
• Synchronization: what Wi-Fi access is available for synchronization? The current Wi-Fi network in the facility I am not sure on the specifications. But the program needs to be able to run off-line if needed then have the ability to automatically update to the portal once it connects with the Wi-Fi network again.
H. PWS 3.1 – Training
• On-Site Training: is this the same training referenced in PWS 2.2, or a separate training requirement? yes
I. PWS 3.3 – Checklists
• Standard Checklists: are these the same as the mandatory questions referenced in PWS 2.4, or a different requirement? If different, please supply a complete list of the questions. Same as previous
