INTENT TO SOLE SOURCE: Bard Fluency (Radiology Endovascular) Stents BPA

THIS IS NOTICE OF INTENT TO SOLE SOURCE FOR BARD PERIPHERAL VASCULAR BRAND RADIOLOGY ENDOVASCULAR STENTS BPA: 36C241-25-AP-2173

This is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored.

The Department of Veterans Affairs VISN 1 New England intends to award a five (5)-year, Base-Plus-Four-Year, Firm Fixed Price, Consecutive, Sole Source BPA (Blanket Purchase Agreement) to sustain streamlined procurement of Bard Fluency (Radiology Endovascular) Stents, to Bard Peripheral Vascular, Inc, the sole manufacturer and distributor of the Bard brand Fluency (Radiology Endovascular) Stents. The OEM, Bard has provided a sole source letter stating the Fluency Stents are proprietary and unique to them.

Providence VA Medical Center has standardized to the Bard brand Fluency Stents over the past five years. Board certified Vascular Interventional Radiologist for the VA, Dr. Ethan Price MD, specifically requests the BD brand stents as he is already familiar with this brand of stents. Also, the staff of PVAMC’s Radiology department are standardized and trained with these stents. The proposed consecutive BPA for Bard brand Fluency (Radiology Endovascular) Stents will afford expediency and efficiency allowing PVAMC to procure radiology stents, as needed.

The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901. This statute is implemented for restricting competition on this procurement via FAR 6.302-1(a)(2).

The intent is to procure the services mentioned above on a sole source basis. No solicitation will be posted to Contract Opportunities. The primary North American Classification System Code (NAICS) is 339112: Surgical and Medical instrument Manufacturing. The most current Business Size Rating for this NAICS is 1000 employees.

Capable parties may identify their interests and authorization to respond to this requirement by March 27th, 2025, at 12:00 PM (EST).

A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Contracting Officer.
