About this file

This document is a Performance Work Statement for the disposal of three liquid scintillation counters that contain radioactive sources at the Connecticut VA Healthcare System West Haven Campus. The VA is seeking a licensed radioactive waste broker to properly dispose of the three units, which contain three radioactive sealed sources - Barium-133, Cesium-137, and Radium-226. The waste broker must follow all federal, state, and local regulations for packaging, labeling, transporting, and disposing of the equipment. The broker will be responsible for removing the units from their current locations, transporting them to a licensed radioactive waste disposal site, and providing documentation of the disposal. The quoted fee must include all associated costs, and the broker's personnel must have the required radiation safety, DOT, and radioactive material handling training. The VA will provide access to a loading dock and DOT-trained personnel to assist with the removal and documentation. This is a request for information (RFI) seeking small business vendors under NAICS code 562211, with a size standard of $47M.

Performance Work Statement

Disposal of three liquid scintillation counters that contain radioactive sources.

VACT requires a licensed radioactive waste broker to manage the proper disposal of three legacy, liquid scintillation counters that contain radioactive sources from the Research Service of

West Haven VA Medical Center.

The counters each contain one radioactive source. Together there are three radioactive sealed sources for disposal –

Bariium-133 - 18.8 microcuries

Cesium-137- 30 microcuries

Radiium-226 -10 microcuries

The radioactive waste broker must follow all Federal, State, and Local regulations with regard to packaging, labeling, transporting, disposing, and manifesting the equipment. The units should be taken out as complete pieces of equipment/units, rather than removing of the sources for the counters.

Broker would be responsible to provide documentation of removing the equipment (including the internal radioactive material) from VACT, and providing documentation of its arrival and acceptance at a

Licensed radioactive waste disposal site. All of the counter hardware including lead, mechanicals and electronics of each unit will be removed from VACT as part of this project.

Quoted fee must include all packaging, disposal, dismantling, labor, disposal costs and fees, as well as providing all documentation and manifesting required. It must also include retrieving the units from their current locations and move them through the building out to their waiting vehicle at our warehouse loading dock.

All personnel who come to VACT to perform this work will be current with radiation safety, US DOT and all other training required for radioactive material handling, packaging and transport.

The radioactive waste broken will not require nor be given access to any VACT computer systems. There is no sensitive information on or in any of the counters, and they were not used for medical patient care purposes. VACT will provide access to a loading dock at VACT HealthCare System in West Haven, CT.

VACT DOT trained personnel will be available to give access to the equipment and co-sign manifests.
