1. The solicitation identifies the page count excludes the cover page and the TOC. Please clarify if the 65-page limitation also excludes CPARs and Part IIs.
Answer: The 65-page limitation is for the total submission and includes CPARS and Part IIs. Firms can reference the projects and tell us there is a CPARS. However, in accordance with Section F, paragraph 2.d.
of the past performance factor, the Government will pull CPARS and there is no need to include them in your submission.
2. How many projects need to be provided in Section F?
Answer: Refer to evaluation factors in Section F. If there is a minimum and/or maximum, it is listed in the evaluation factor. Some factors have a minimum and/or maximum and some paragraphs do not. It is up to the offeror to meet the minimum or maximum and decide how many projects to submit after meeting the minimum without exceeded the maximum for each individual evaluation factor, keeping in mind that the total submission (minus the title page and table of contents) is limited to a total of 65 pages.
3. Per page 2 of the solicitation, can you clarify what qualifications and expected duties the risk analyst would provide that are not already covered in value engineering?
Answer: This would be better described as the Physical Security and Resiliency engineer/designer that would have the scope of reviewing force protection, physical security, emergency management, etc ensuring the design is in alignment of the VA Physical Security and Resiliency Design Manual as well as all other directives and policies within that scope of effort.
4. We are seeking clarification regarding the sections of the SF 330 that are excluded from the 65-page limit specified on Page 6, Section H of the solicitation. In our previous VISN 1 IDIQ submission, we noted that Part IIs, CPARS, title pages, and the table of contents were excluded from the page count.
Answer: Please refer to the answer to Question #1.
5. I also wanted to clarify the teaming role of Scheduler in the required resumes. Is the selection committee seeking a scheduler for Design or Construction? Can you provide more context?
Answer: The A/E is required to develop a Critical Path Method (CPM Schedule) plan and schedule demonstrating fulfillment of the contract requirements as designated in VA PG 18-15 Submission Requirements. This is to be done during the design phase to corroborate the construction period of performance.
6. Regarding the subject solicitation, could you please clarify: are CPARS and Part IIs included in the page count?
Answer: Please refer to the answer to Question #1.
7. What are the positions that require resumes for this submission?
Answer: Refer to Section F, paragraph 1. Professional Qualifications evaluation factor, which lists the required resumes.
8. Are supplemental resumes accepted?
Answer: Accepted but not required, providing the overall submission does not exceed the 65 page limit (excluding title page and table of contents).
9. What is the minimum and maximum number of projects required?
Answer: Please refer to the answer to Question #2.
10. Are past performance evaluations required for each project?
Answer: No., however, refer to evaluation factor 2, Past Performance, in Section F, regarding the evaluation of past performance.
11. If CPARS are available for the past performance in section 2 to demonstrate firm’s experience does government wants us to submit a copy of those CPARS with proposal package?
Answer: Please refer to the answer to Question #1.
12. If CPARS are not available but PPQ does, does government wants us to submit a copy of PPQs with proposal package?
Answer: If there is no CPARS data available, Past Performance Questionnaires (PPQs) will be accepted and evaluated. However, they are included in the total submission which must not exceed the 65-page limitation.
13. The list of key personnel on page 3 and page 5 is different. What is the full list of resumes government expecting to see in a proposal package?
Answer: Please refer to the answer to Question #7.
