About this file

This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs, Network/Program Contracting Office 1, in support of the VISN 1 VA Health Care System.

The justification is for a subscription to Elsevier's Mental/Behavioral Health Specialty digital resource for the VISN 1 nursing staff. This is a brand name only requirement, as Elsevier is the only source capable of providing the required digital training platform that meets the critical nursing competency requirements. The contract term is for one base year from 9/1/2024 to 8/31/2025, with four one-year option periods. The estimated value is over the micro-purchase threshold but not exceeding the SAT of $250,000. The requirement is being solicited as unrestricted, using an RFQ process under FAR Subpart 12.6.

The format for each skill is a multi-part framework to chart the skills’ components and aspects. The format is based on the nursing competencies which is the critical requirement for this contract and is necessary for the standardized practice of these skills across the VISN and VHA as a whole. This specific training resource integrates with Elsevier’s “Clinical Skills” platform which is used across VHA organizations and VISNs and is on a national VA subscription.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

On-line and digital training resources for mental health are legion and vary in content, cost, targeted audience, type of training, certification, level of detail, and quality. The VISN1 Library team conducted a wide search for digital mental health platforms that meet the requirements for the VISN1 nursing and nursing education staff: mental health nursing competencies, and focused course structure for already qualified registered nurses (as opposed to new nurse graduates transitioning to practice).
