About this file

This document appears to be an amendment to a federal solicitation for the interior stairwell resurfacing project at the Manchester VAMC in New Hampshire, solicitation number 36C24124B0049.

The key details are:

  • The purpose of this amendment is to provide answers to Requests for Information (RFIs) and to include the Pre-Award Contractor Evaluation Form as an attachment.
  • The solicitation requires the contractor to bid on each stairwell independently, as the VA will award one or more based on factors such as funding and timing. The contractor can provide a single proposal with each stairwell listed as an alternate deduct.
  • The VA provided clarification on the scope of work, specifying that the contractor should assume all walls and ceilings will be replaced, with the ability to provide partial deducts as appropriate.
  • The VA also provided additional details on the square footage of the floors and ceiling heights to be used for pricing.

The purpose of this amendment is to provide answers to RFIs and PRE-AWARD CONTRACTOR EVALUATION FORM (see attachment).

All other terms and conditions remain the same.

The purpose of this amendment is to provide answers to RFIs.

Response to RFIs In page 8 of 68 paragraph EMR there is a requirement to submit the PRE-AWARD CONTRACTOR EVALUATION FORM and it states that the form is attached. No form is attached.

See attachment Pre-Award Contractor Evaluation Form, this document will be provided as part of this amendment.

The Scope paragraph 3.0 states: “Contractor to bid each stairwell independently, and VA will award one or more, depending on a number of factors (funding, timing, etc.)” Does that mean you need 4 sets of proposals? SF 1442 and the solicitation does not have a itemized bid form to place the price for each stairwell. Please clarify.

We require one proposal with each stairwell listed as an alt-deduct. It is also fine to provide on price for everything and then break out each stairwell in the narrative.

The RFI response on the quantity’s states 200 S.F. per floor. Does it mean floor footprint or wall/ceiling SF area to be replaced. If floor footprint, please clarify how many linear feet of wall and how high per floor or just how many SF of plaster per floor needs to be replaced. After a takeoff from drawings it results almost 19,000 S.F. of plaster walls and ceiling to be replaced. In the meantime, after the site visit Staircases No. 2 and No. 4 do not show much damaged surfaces to be replaced. Staircase No. 1 has a lot of scrapped, primed, and even painted areas previously damaged and all need is patching and painting. Staircase No. 3 seems to be heavily damaged including the murals specially in floors Basement-3rd. For the VA to receive a correct and good bid, please provide square footage of areas that you do indeed need to replace for each staircase as part of the scope of work and what kind of repair are you looking for on each of those areas.

The floors are all roughly 9’6” x 17”, rounded up to 200 ft² to account for slope down the stairs. Bid based on 10 ft ceiling heights. But assuming that all walls will be replaced, which will allow for partial alt-deducts if necessary.
