About this file

This document contains responses to questions from potential offerors regarding a federal solicitation for steam trap replacement and repair services at a Department of Veterans Affairs medical center. The solicitation seeks to replace approximately 110 radiator inlet and outlet piping assemblies, valves, thermostatic radiator valves, steam traps, and associated piping within radiator cavities. An additional number of steam traps are to be directly replaced. Clarification was provided that no work is within confined spaces. The responses address trap and valve types, isolation valves, documentation available, welding inspection requirements, and off-hour work details. Schedules and pricing terms are not discussed.

1Please provide a copy of the job walk-list.Sign in Sheet provided as an attachment"Steam Trap Sign In.pdf"
2Please confirm all steam traps above 15 PSIG should NOT be Cast Iron per the current VA directivePlease see revised scope of work including specifications provided as an attachment. NOTE ALL STEAM TRAPS SHALL BE STEEL/STAINLESS STEEL“ SOW Medical Center Steam trap replacement and repair Final 11.27.2023” and "HVAC Specifications.Pdf"
3Since some locations are missing isolation valves, test valves or other items for proper trap inspection and servicing, would the VA consider the Watson McDaniel UTS600-CV steam trap station (see attached image) constructed of SS.Due to limited space within the radiator locations the steam trap station can not fit within the space available.
4Does the VA have a steam trap style preference? (Example: Inverted bucket trap for steam pressures above 50 psig and Float & Thermostatic for steam pressures below 50 psig and on all heat exchangers, coils, humidifiers, etc)For low pressure applications (radiators) straight-way thermostatic steam traps.
5For the heat exchanger steam traps, is it possible to obtain the heat exchanger required steam load so we can verify the trap size?Information not available at the current time.
6For locations where the drip leg is incorrect, will the scope allow for making piping corrections?Piping corrections can be made out of the “ALLOWANCE FOR ADDITIONAL PIPING AND ADDITIONAL INSULATION “ section in the scope of work.“ SOW Medical Center Steam trap replacement and repair Final 11.27.2023”
7We are requesting the following documents that relate to the scope of work areas:
•Floor plans for all levels
•Mechanical Steam and condensate Riser plans for all levels including trenches and basements.Floor Plans Provided as an attachment. Mechanical Plans Provided as additional attachment"Steam Trap As Builts.pdf", "MHG1.0 Radiator Conditions.pdf"
8For new main steam isolation valves that are required, will the welds require radiographic testing? If so please provide specifications.Specifications provided as an attachment. Weld testing is required."HVAC Specifications.Pdf"
9Can you provide the sign-in sheet for the site visit?Sign in Sheet provided as an attachment"Steam Trap Sign In.pdf"
10The SOW states that some isolation valves are in confined space.
•Are we able to find out how many? Please see revised scope of work provided as an attachment. NO WORK IS IN CONFINED SPACES“ SOW Medical Center Steam trap replacement and repair Final 11.27.2023”,
11Other than isolation, is confined space entry necessary for replacement of any steam traps or radiator valves? Please see revised scope of work provided as an attachment. NO WORK IS IN CONFINED SPACES“ SOW Medical Center Steam trap replacement and repair Final 11.27.2023”.
12How many, if any, of the isolation valves to be added are in confined space? Please see revised scope of work provided as an attachment. NO WORK IS IN CONFINED SPACES“ SOW Medical Center Steam trap replacement and repair Final 11.27.2023”.
13How much of this work is required to be performed off-hoursPlease see revised scope of work provided as an attachment for clarified on hours vs. off hours work.“ SOW Medical Center Steam trap replacement and repair Final 11.27.2023”.
14Is there a need for us to trace out piping to identify isolation valve installation locations? Or has this been done already?Approximate Isolation valve installation locations have been identified.
15If I am reading the spreadsheet correctly, I see 38 radiator valves and 119 steam traps that need to be replaced.DUE TO CONFUSION ON THE ORIGINAL ATTACHMENT A SPREADSHEET, A NEW CLARIFIED SPREADSHEET HAS BEEN ATTACHED. On the attachment, Under Items clarified as NOTE 1:

“CONTRACTOR TO REMOVE INLET AND OUTLET PIPING TO THE RADIATOR BEHIND RADIATOR COVER. CONTRACT WILL INSTALL NEW INLET GATE VALVE, THERMOSTATIC RADIATOR VALVE, STEAM TRAP, OUTLET GATE VALVE AND ASSOCIATED PIPING. SEE ATTACHED PHOTOS FOR EXAMPLE.”

All work will take place within the radiator cavity behind the radiator cover. Contractor to reuse fin-tube radiator only. All piping within the cavity as well as inlet and outlet gate valves, TRVs and steam traps are to be new. This is at approximately 110 locations.

Under Items clarified as NOTE 2:

“CONTRACTOR IS JUST TO REPLACE EXISTING STEAM TRAP”“ Attachment A - Steam Traps and Valves Final 11.27.2023”
16All valves/traps marked “ok”, “NIS” and “RIP” are not in contract. Is this accurate?DUE TO CONFUSION ON THE ORIGINAL ATTACHMENT A SPREADSHEET, A NEW CLARIFIED SPREADSHEET HAS BEEN ATTACHED. On the attachment, Under Items clarified as NOTE 1:
