DATE: SEPTEMBER 20, 2023
SOLICITATION NO: 36C24123Q0776
REQUIREMENT: PURCHASE MEDICAL GAS FOR VA FACILITIES
PURPOSE: PROVIDE RESPONSE TO VENDOR QUESTIONS
SUMMARY: The Department of Veterans Affairs (VA) seeks to establish a blanket purchase agreement for the delivery and rental of compressed medical grade gasses to designated locations. The Government seeks a vendor with both the capacity to rent and deliver cylinders containing requested gases. The Contracting Officer seeks to establish a blanket purchase agreement (BPA), which would be used to place recurring orders as needed. The Blank Purchase Agreement (BPA) will cover a period of five (5) years. Estimated period of performance will be 09/22/2023-09/21/2028.
The Government received several questions from interested vendors in response to this solicitation notice. The following represent the Government’s response to questions received.
Q1: The RFQ was released today, 18 SEPT 23, the RFQ states Questions are due 17 SEPT 23 Response: Announcement has been updated in SAM.GOV
Q2: Is this requirement Bulk Liquid Oxygen and Medical Cylinders in one contract? The CLINs in the RFQ are Bulk Oxygen yet have no unit of issue (other than a quantity of “1”) nor an estimated annual usage necessary to price Bulk LOX ATTACHMENT 1 has Medical Cylinders?
Response: This is a multiple part question.
a. This action is for a BPA. Attachment A will be incorporated in the BPA as the pricing for ALL the years. We will issue tasks orders based off the pricing that has been agreed upon.
b. The CLINs are intentionally broad for the BPA. While the estimated prices and quantities will be included in the BPA and task orders, the VA needs the flexibility to address changing medical gas needs with Veteran care throughout the year
c. We are looking for complete fills of those tanks for pricing purposes. Many, if not all, of the items listed have sizes like LTs, Pounds, PSI, etc.
Q3: I do want to clarify if this is Bulk, CYLs, or both in one contract?
Response: This requirement is to provide medical gas in cylinders on a rental and non-rental basis for identified gases
Q4: What is the current contract number for this work (if two separate contracts – Bulk and CYL, please provide both so we can do our due diligence)?
Response: This requirement is for providing medical gases in cylinders only.
Q5: If bulk is involved, what are the Tank Sizes (Main and Reserve Tanks)?
Response: N/A (See response to Q2)
Q6: What is the annual Bulk LOX usage?
Response: N/A (See response to Q2)
Q7: Is telemetry in use if Bulk Tanks are included?
Response: N/A (See response to Q2)
