-Questions received 6/12/2023-
1. Togus bin counts: The previous bid called for (16) 64 gallon secure rolling bins. This one shows (19) 64 gallon secure rolling bins. That is not a problem – we can easily provide 3 more bins if awarded the new bid – but first want to confirm 19 is the actual count needed.
A: The bin count requested for the Togus medical center is 19.
1. Togus bin charges: Although Togus Medical Center currently has 16 bins with weekly service, we have historically serviced approximately 7-8 bins each week, and charged accordingly. Staff at Togus rotate the bins internally and place the full bins in a central location for us to service, which means we only see a portion of the total bins on any given week. The reason I bring this is up is to ask you how we should quote the monthly and annual pricing for Togus Medical Center specifically in this new RFP. If I quote 19 bins serviced weekly times our per bin rate, it will nearly triple the annual “cost” for Togus Medical Center. To be clear, we can easily service 16 or 19 bins weekly, but that doesn’t seem to be the historical volume we’ve seen. If you just want us to quote 19 bins weekly to be conservative, I can certainly do so, but want you to understand that’s why there will be a significant change in total cost. Please advise. All the CBOC locations seem to be accurate.
A: The way the price/cost schedule is set up is a monthly charge for the facilities, and then they have the requested number of bins and service frequency within the line-item description. This does not mean every bin will be serviced at the time of their scheduled service, that is only the count of bins they want at their facilities. This is being standardized throughout the other facilities within the VISN for structuring the Price/cost schedule because this represents a Firm Fixed price contract. The VA cannot tell or advise how a company should quote on RFQ’s, but only say that each company that will potentially submit a quote to follow the instructions and eval criteria to compile their quotes.
