Page 1 of Page 1 of Performance Work Statement VA Boston Healthcare System
The vendor is required to process the payroll each week in the total amount of approximately $40,000, print checks/check stubs (envelope, name, address, amount, etc.) and provide the VA with a complete hard copy check register for approximately 140 individuals at the VA Boston Health Care System (Brockton, Boston, West Roxbury, and OPC Lowell). Vendor will supply the VA Boston Health Care System with personal company telephone number for emergency access outside of normal business hours. The Vendor has worked on Saturdays, Sundays and numerous Holidays to accommodate the VA’s schedule when needed.
The company shall update an earnings report weekly for the amount of pay each veteran receives (needed for veterans seeking housing) and on a fiscal year basis to that current week (needed for VA tracking purposes). This information is transmitted in an annual report to CWT program headquarters, and to payees who desire it. They also provide a weekly customized payroll report for each separate department both on the VA campus and off site work stations. The latter information is provided to our fiscal service. The company must keep on file financial information on veterans who previously participated in the program on request by veterans for when veteran is required to submit this information to various agencies.
Each week the vendor must have their own funds on deposit in a local bank, with branches accessible to our veteran population. The amount of the deposit must be sufficient to cover the total amount of the checks during the time interval between processing of checks and transfer of funds to the vendor from the Department of Veterans Affairs. The willingness to use the local bank is an important factor because the majority of our payees do not have their own transportation and a bank with a good number of local offices is necessary. Vendor will make an agreement with a bank whereby the Bank allows our CWT participants to cash checks with no fees charged.
The payroll information will be faxed to the Vendor Company by VA staff on Monday of each week, and the checks must be ready for delivery to VA staff on that afternoon. The vendor must be able to respond to a "same day" request to stop payment, issue new checks in the event they are lost or stolen, or issue additional checks to current or new payees. Vendor should be able to accommodate the time schedule of VA staff and be available to them when information is needed in unexpected circumstances, income verification, and information requested by NEPEC for data reporting requested by VACO. Vendor will also be willing to mail checks to individual payees when requested to do so by VA staff.
Vendor is registered with Central Contracting Register CCR (GSA) and has a Dun and Bradstreet number. Accounting Register will have checks processed and ready for delivery to the Veterans Industries Work program same day the payroll data is faxed to the company and delivered the next working day to the program staff on the Boston campus. Vendor will deliver checks weekly to the VA Boston Healthcare System on the Boston Campus.
VA PRIVACY AND INFORMATION SYSTEM SECURITY REQUIREMENTS:
All Contractors and Contractor personnel shall be subject to the same Federal security and privacy laws, regulations, standards and VA policies as VA, including the Privacy Act, 5 U.S.C. §552a, and VA personnel, regarding information and information system security. Contractors must follow policies and procedures outlined in VA Directive 6500, Information Security Program which is available at:
http://www1.va.gov/vapubs, to ensure appropriate security controls are in place. The company will ensure confidentially for all program Veterans and will not release any information to anyone outside of VA CWT staff.
QUALITY CONTROL/QUALITY ASSURANCE
Quality Assurance: The Government will monitor the contractor’s performance under this contract. The assigned Contracting Officer’s Representative (COR) will report any problems, complaints or concerns as reported.
GOVERNMENT SUPERVISION
The contract is under the direction of the (CO) Contracting Officer. The COR is designated to represent the CO. The Contractor shall be advised of the extent of the authority of the COR. The COR will be John Bowers.
