THIS IS A SOURCES SOUGHT NOTICE ONLY FOR VISN1 VAMC BROCKTON, MA : 36C24122Q0607

This announcement is seeking information from the industry, which will be used for preliminary planning purposes for an open market procurement. No proposals are being requested or accepted with this synopsis.

THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. THIS IS STRICTLY MARKET RESEARCH.

The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, who have the capabilities to provide the required services, in accordance with the Performance Work Statement (PWS) and attached photographs.

This contract is to be established on a firm-fixed-price basis.

All contractors with interest meeting the requirements identified in this notice should submit the attached area of consideration (Business Size – Socioeconomic Status) with their response: The applicable NAICS and FSC/PSC code is (811111 / 2310). The eventual vendor must satisfy the requirement of supplying the items requested as specified and provide a quote at a fair and reasonable price, that also affords best value. Prior Government contracts are not required to submit a response under this Sources Sought synopsis. The intent of the Sources Sought is to identify vendors on the open market that can fulfill the requirements as stated in the PWS included below. All work for the resulting contract shall be completed by the selected vendor for each requirement in accordance with the PWS. This notice is published to conduct market research to discover interest and capable vendors.

All interested firms must be registered in SAM (System for Award Management) to be eligible for award of Government contracts. Interested parties responding to this source’s sought request shall submit the following information at a minimum:

(1) company name and address, point of contact with phone number, and DUNS/EIN number;

(2) documentation relating to capability of performance for servicing the equipment listed to include references with current point of contact and phone number);

(3) socio-economic status to identify business class as being a large business, SDVOSB, VOSB, small business, Woman Owned, etc.; and

(4) any other pertinent company documentation, prior to submission of offers to a solicitation.

Any SD/VOSB firms responding to this Sources Sought Notice must also provide proof of registration in the VA VIP system, prior to submission of offers to a solicitation.

The response date to this Sources Sought notice is 06/06/2022 at 10:00am EST:

This market research is for informational and planning purposes. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised the Government will not pay any costs for responses and information submitted. All submissions are acceptable via david.roy@va.gov.

RESULTS INFORMATION: Respondents will not be notified of the results and it is at the discretion of the government to utilize results. Firms responding to this Sources Sought announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement. The official notice will be issued on https://beta.sam.gov.

ADDITIONAL INFORMATION: Both vehicles are currently parked at 940 Belmont Street, Brockton MA 02130. Interest parties may visit these vehicles for the purpose of inspection the exterior of the vehicles, if interested in determining the exact scope of work to be completed. Vehicles are located at this address in the contractor parking lot on the left hand side of the building during normal hours of operation (08:00 – 15:00 Monday through Friday) during the open period of this Sources Sought Notice. No VA staff will be available on site for questions. The two vehicles are listed with identifying information (license plate and VIN) in the PWS below.

PERFORMANCE WORK STATEMENT

ACCIDENT/BODY REPAIR FOR VEHICLE

Boston VA Medical Center

1. GENERAL: This performance work statement outlines Boston VA Medical Center’s need for services to provide full repair of all mechanical and body damage on two large shuttle vehicles used by Boston VAMC (listed below):

A. 2017 Ford E450 vehicle identification number (VIN) of 1FDFE4FS3HDC22270, Federal plate of VA24432 B. 2013 International Dual Use Vehicle, vehicle identification number (VIN) of 4UZADFDT4DCBW8758, Federal Plate VA22557

1.1 Description of Services/ Introduction: The aforementioned vehicles have existing damage due to collisions with vehicles or other structure and/or have bubbling paint and visible rust. These are in need of repair to bring them to full mechanical working order and free from all bubbling paint and rust on body of vehicles. The selected contractor shall provide all professional personnel (labor), equipment, supplies, repair facilities, transportation, tools, materials, supervision, and other items necessary to perform complete repair of the mechanical and body damage on the VA agency-owned buses, listed above, as outlined in this Performance Work Statement.

1.2 Scope: Contractor shall perform repair of the mechanical and body damage on the two vehicles listed above. Services include repairing or replacing damaged parts with original equipment manufacturer (OEM) or like parts, repairing body parts, and painting any parts as required to repair and prevent rust. The contractor will be responsible for identifying the necessary repairs and completing these repairs on each vehicle as to bring the vehicles to normal working condition as to complete their intended daily functions of patient transport. Bubbling paint, existing rust, and large dents must be identified and repaired or replaced. The contractor will also be responsible for transporting the vehicles to and from Boston, MA VA Medical Center. One Vehicle is not currently drivable due to damages.

1.3 Period of Performance: The period of performance shall not exceed 90 days from the date when the contract is assigned. Boston VA understand that parts could be on national backorder and so the Federal Government must be notified of any possible delay on delivery that would exceed 90 days after the date of award.

1.4 Type of Contract: The government will award a Firm Fixed Price contract.

1.5 Special Qualifications: The contractor must be National Institute for Automotive Service Excellence is a professional certification.
