CONTINUATION PAGE

1. What is the historical data (average nightly or yearly room nights needed) on lodging needs for the transplant patients? This is a new program, there is currently no historical data. We have had to provide overnight to 2 day stays for approximately 10 veterans over the past months. There have been 3 veterans that have needed extended stay (30days +).

2. I am a federal contractor and I wanted to ask how many rooms on average are needed per night on this BPA please? Or how many rooms per week or per month? Do you expect more rooms on certain days of the week than others? Are there certain weeks, months or specific times of need for the rooms typically? On average we should not need more than 3-5 rooms at a specific time, but this is not a guarantee, more rooms may be need as our program grows.

3. Are you requesting a single price for the entire 5-year & 6-month term? Requesting pricing for the life of the contract 5 years (Base year +4 option years).

4. Do you require shuttle service between the hotel and the VA? Yes, if this is available.

5. The request notes 50 patients. Do you need 50 rooms at one time? Do you have any history as to how many patients need lodging on a given night? Do you need a block of 50 rooms nightly? Is there a reduction in the need on Friday and Saturday nights? The need would not be for a block of 50 rooms at one time, the estimate of 50 rooms would be for a 1-year period to allow for patients to come in for pretesting for qualification for LTP program (1-2 night stay for up to a total of 50 patients throughout the year). If any of these patients qualify and need to relocate, we would then need a stay for up to a 1-year period for patient. This is a new program, there is currently no historical data. We have had to provide overnight to 2 day stays for approximately 10 veterans over the past months. There have been 3 veterans that have needed extended stay (30days +). For a 1–2-night stay that should typically fall from m-f however, if there is a long term need that would include weekend nights.

6. Will you be making multiple awards or just a single award for this need? Single award.

7. Offers due shows August 3rd, which is yesterday, what is the correct deadline for offer due date? Was Modified to August 28th

8. In the PWS for the above request it notes a distance of 10 miles radius in the Scope yet in the Specific Tasks section it notes a distance of 20 miles (street travel). What is the distance please? The distance should be 20-mile radius of the West Roxbury VA.

9. In one part of this solicitation, it has the hotel must be within 10 miles of VHABHS West Roxbury Campus and in another part it has within a 20 mile radius. Could you clarify which one is correct? The distance should be 20-mile radius of the West Roxbury VA.

10. Could you also clarify how many rooms will be needed? One section has 50 patients, and another section has 50 patients and then an addition 14 patients and an additional 7 patients? Also, will the caregiver be staying in the same room as the patient, or will they need a separate room? The care giver would be staying in the same room, the requirement would be for there to be an additional sleeping area for the care giver, a pull-out couch, or an additional bedroom (2-bedroom suite). The number of patients is broken down by type- 50 patients would be a 1–2-night stay (pretest patients a 50-room block is not needed this is estimated for the year), 14 patients (listed) up to 14 patients for potential listing for LTP again probably wouldn’t be at the same time the max so far has been 3 patients’ long term at one time. Currently the highest number we have had listed at one time is 4 but this number will grow as our program grows. The additional 7 is for up to stay a full 1 year, this would be for a patient that has received transplant and not from the Boston area. These patients will need to stay for up to a 1-year period for after care. The max this would be utilized for is 7 occurrences. Please note each stay will be for a patient and (1) caregiver.

11. Quick question, reference to solicitation # above. what's the actual mileage be from the hotel to the VA Medical Center? The distance should be 20-mile radius of the West Roxbury VA.

12. Also, would be very happy if you can give an estimated start date.

After all quotes are received, will be awarded shortly after starting the Base plus five at that time. Could be beginning to mid Sept to beginning October

1. Page 5 states staff will be willing to assist in calling the VA for van for medical care. In an emergency the staff would be require to all for medical assistance, (911) and call the VA coordinator to make them aware.

1. Question 2: Confirming the VA will provide the veterans with transportation to their medical appointments and that the hotel does not need to provide shuttle service to and from the hotel to appointments. The VA is not providing transportation for the patients for the appointments. Requesting transportation from hotel services if available.

1. Question 3: What is the Period of Performance? Base + 4 option years (total of 5-year BPA contract) Will start right after award, after all quotes are in by the 28th.

Background: The PWS states reservations can be anywhere from the same days' notice or up to 30 days in advance with no blackout dates.

Question 4: How many rooms are we required to hold for the VA daily to ensure our hotel is not sold out and is available for the patients? We cannot ask you to hold a number of rooms. Most request’s will be made a week in advance, it would be rare that there would be a same day request, but it is possible.

1. Background: Page 6 states damages will not be incurred by the VA or vets unless specified in incidentals charge agreement.

1. Question 5: Will we be able to collect credit card information from the vet to cover incidentals or damages? If not, who is responsible for paying this? The VA will not be responsible for any incidentals or damages, the veteran is responsible for any incidentals and/or damages, credit card information may be requested from the veteran for this purpose.

Clauses 52.22-41 will be looked as well as 52.222-52
