Solicitation 36C24122Q0332 Amendment 0002 Responses to Vendor Questions submitted.
QUESTION #1: 2.3. TRANSPORTATION SERVICES
Para. 11 on page 7: “Assistance in maneuvering stairs and other barriers” may require providing a special wheelchair and/or additional attendants to safely assist some patients. Is it your intent that our base proposal cover all such possibilities?
ANSWER #1: Additional assistance is needed on rare occasions. Travel office will provide advanced notice for any special needs such as narrow staircases, bariatric patients, and other non-routine situations. Quotations should cover all such possibilities.
QUESTION #2: TRIP PRICING – pages 9 and 10 Please clarify trip pricing: Your descriptions would allow us to charge for only the distance in excess of 25 miles between pickup and different destination. If either the pickup or different destination is not one of the four primary facilities, we could be asked to transport a patient from their pickup to a different destination, both of which are within 25 miles of each other and one or both of which are outside the 25-mile radius from any of the primary facilities, and only charge a Base Trip Rate. Our actual service could involve dozens or hundreds of deadhead miles provided without compensation.
ANSWER #2: Patient’s pickup location is within 25 miles of a primary facility. Mileage for Distance traveled from pickup to patient’s destination beyond 25 miles will be paid (in addition to Base Rate.)
If contractor is asked to wait for patient to complete appointment and return patient home, contractor will be paid for wait time and Patient’s return to home would be considered a separate trip.
QUESTION #3: Base Trip plus Wait Time Rate (beyond initial 15 minutes): appears to describe two-way or roundtrip transportation, with no charge for the return trip; please clarify.
ANSWER #3: Wait time may be billed for in two different scenarios:
1) Contractor has been given a pickup time and the patient takes more than fifteen (15) minutes to come outside to the van.
2) Contractor has been given notice by authorized VA travel office personnel that trip will be “round trip” and contractor waits more than fifteen (15) minutes. In this case the contractor will be reimbursed for the return trip as well.
QUESTION #4: 2.8. UNSCHEDULED TRIPS RESPONSE TIME – page 10: Please clarify that the 60 minute response time would not apply for pickups that are more than 25 miles away from the primary facilities.
ANSWER #4: The patient population for Providence HCS is primarily within 25 miles catchment area. Communication from the Travel Office or COR regarding response time will occur if the trip is over 25 miles away.
QUESTION #5: Page 11: Wheelchair vans or other vehicles that carry 8 or fewer passengers are not required to that obtain FMCSA operating authority and associated requirements. Please clarify if this is a VA requirement for this contract (we can cite numerous other VA contracts that do not add this additional requirement).
ANSWER #5: This requirement was added in error and is removed via this amendment.
QUESTION #6: Page 12 – please clarify that the headroom and aisle width requirement only applies to raised roof vans.
Solicitation 36C24122Q0332 Amendment 0002
ANSWER #6: This verbiage is removed. The requirement now states “must meet ADA compliance requirements.”
QUESTION #7: 2.12. TOLL CHARGES – page 13: Please clarify whether toll charges are to be included in our prices or if actual toll charges are to be billed in addition to the prices.
ANSWER #7: No additional toll charge will be paid. These charges must be included in the contractor’s pricing.
QUESTION #8: Please also provide the following information:
Number of vans currently being used to cover the contract.
Monthly number of trips and price by CLIN for each of the last 4 months.
Monthly total billings for the last 12 months of the current contract.
ANSWER #8: The solicitation provides estimated number of trips per month; each month my differ dependent on time of year or health impacts on the patient population. Each quotation may apply a different strategic approach to meeting the Performance Work Statement.
