COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS

Performance Work Statement (PWS)

Background:

The procurement stems from a continuation of a proof-of-concept process and product improvement initiative started at the VA Maine Togus Medical Center (see attachment D5 for menu concept). Under the Mission Act, VA medical centers are expected to compete with the private sector for Veteran patients. While VHA historically performs as well or better than the private sector in quality and outcome measures, customer/patient service is a weakness. Providing enhanced dining / room service is a way to improve service quality, make lasting, positive impressions on Veterans, and ultimately improve nutrition intake and clinical outcomes.

Nutrition and Food Services is the originating program office for this requirement. Other key stakeholders include: Facilities Management Services (FMS), VISN 1 executive leadership, VAMC executive leadership, and impacted services such as Nursing, Medicine, Therapy, Pharmacy, etc.

Scope of Work:

Veteran’s Integrated Service Network (VISN) 1 encompasses 8 medical centers in New England. (See Individual station requirements) Medical centers are located White River Junction, VT; Bedford, MA; Brockton and West Roxbury, MA; Central Western, MA; Manchester, NH; Providence, RI; and West Haven, CT. One firm, fixed price (FFP) agreement will be awarded to a Contractor who shall provide all office equipment, labor, supervision, management, transportation, supplies, and materials to provide design, planning, implementation and training services for implementing a dining system and equipment upgrade tailored to each participating VISN Medical Center Using the Togus, VA proof of concept. The Contractor shall be responsible for all costs related to performing this agreement and its successful completion. Contractor guarantees a minimum of 50 person-days onsite at each site, or an alternate number based on the needs of the particular site and approved by the local Point of Contact (POC) and the Contracting Officer’s Representative (COR), ensuring all elements for successful dining system and equipment upgrade implementation are achieved.

The driver of the Enhanced Dining Concept is essentially “Move from Cook/Chill to one of: cook/boost, cook/serve, cook to order.” Yes, concept drives menu, which drives design and in keeping within scope as the concept is already known. (See attachment Togas Menu)

Period of Performance:

Contractor Shall ensure varying dining systems implementation between 12 months and 15 months from date of agreement Award unless otherwise directed by the Contracting Officer (CO). Therefore, task orders shall be placed using at the minimum a base and (1) annual option period.
