VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241-19-AP-3399

1. Contracting Activity: Department of Veterans Affairs, VISN 01, Jamaica Plain VAMC, 2237# 523-

20-1-7821-0002.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: i-

CAT Flex system cone-beam computed tomography (CBCT) system for panoramic dental imaging purposes, for use at the Jamaica Plain VAMC. Estimated value of $130,799.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

After market research was conducted, it was found that only Kavo Kerr/Envista-manufactured devices could account for several key device features required for the purposes of the Jamaica Plain VAMC dental personnel.

First, the dental imaging device needs to have a built-in seat, as a patient safety feature (a seat built into the design of the device will ensure compatibility of seating arrangement with scanning functions) and to ensure the highest quality images possible are taken from a largely geriatric patient population that often has trouble standing.

Second, as CBCT systems rely upon a gray scale shade display to identify variations in the tissue and bone images captured, a 16-bit gray scale is required to maximize the ability of medical staff to identify problem areas in the captured scans by noting the greatest variety of different gray shades that can indicate weak points.

Third, the scanning device needs to have the highest field of view scalability possible, with a maximum capacity of 23 cm x 17 cm being required to aid medical staff in best capturing the imaging information available.

Only i-CAT Flex V-series devices have all three features.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted by the Jamaica Plain VAMC and CO. VIP, the NAC, the SAC, GSA eLibrary, FPDS, beta.SAM, and the internet were searched. A Sources Sought for i-CAT Flex or equivalent was issued, direct correspondence with different vendors was conducted, and a solicitation was issued and followed by award, with posting of award and SSJ. Only 1 SDVOSB (Directional Command) stated they were capable and interested in the acquisition, were granted the award, but that Purchase Order was Terminated for Convenience. No VOSBs registered interest. 1 WOSB registered interest, but their proposed imaging device did not include a built-in seat.

Kavo Kerr/Envista provided a list of authorized re-sellers, but only 1 SB (Midwest Dental) was authorized to re-sell i-CAT equipment.

Dentalcompare.com was found after internet searches were done to locate different makes and models of comparable equipment, and that website facilitated greatly the ability to find and compare relevant equipment. While a number of CBCT dental imaging devices were found, none had the capabilities required besides the i-CAT.
