CONTINUATION PAGE

1. Section B; B2 Price/Cost Schedule - Item Number 0001 – the government lists the Quantity/Unit as 60.0/EA

0. Does the government estimate that the total number of Medicaid applicants each year will be 60? Yes

1. Current state, how many FTEs does the government currently have providing the services listed in the PWS? We currently have no dedicated staff to this. Social Work staff assist as they can.

1. Does the government expect that a full FTE will be required to perform these services? No.

1. Can the government provide an estimated amount of total hours required for each of the four stages per applicant? Each case can be very different. Some are straight forward, others have taken hours over several weeks/months. If a veteran has the needed supplemental information, it’s straight forward. It’s the finding of the supplemental documentation that is more challenging and will take more time

1. Will the contractor be expected to travel to applicant’s home to obtain information and signatures? Yes (however, not all cases may require this)

1. Does the government have any requirements on contractor’s education, certifications/licenses, and work experience? Knowledge of Medicaid products, applications and process is preferred.

1. Of the potential numbers of screenings is there a breakdown of how many are expected for each state? 85% or more for MA, 10% for NH, 5% for RI, ME, VT, CT combined.

1. Will there be office space provided at each campus for this/these individuals? We do not currently have office space dedicated.

1. Will this/these individuals have access to VA systems and patient charts for the veterans being screened? No.

1. Will the contractor be assessing these referrals for eligibility, or will be accomplished by the government? VA will screen and refer to the contractor

1. Is there a restriction as to what Medicaid programs these veterans will be applying for? For example if there is a waiver program that will allow the veteran to receive care for a specific disability, is this an option for the individual? The primary goal is Long Term Care Medicaid to assist with admission into a nursing facility.

1. Post acceptance in a Medicaid program, is there any action from the contractor to refer to the veteran to care coordination at any level? If not, will this be completed by the government? No. Once the acceptance is done, VA staff would facilitate care coordination.

1. What type of system will be utilized for tracking of these applicants within the VA system? (Assuming CPRS, will access be provided to the contractors) We will be establishing a spreadsheet to track applications

1. Is there a requirement of the timeframe for completion of each CLIN in the process? No

1. If the process leads to a denial on services from Medicaid, is there an opportunity to resubmit should the reason for the denial become overturned? If so, does the CLIN reimbursement structure account for resubmissions? It’s the expectation that the contractor will follow the referral until it is approved, through an appeals process if necessary. Repetitive payments for a single application initiation that was denied for not containing required information will not be authorized.

1. Is the contractor responsible for an appeals process for denials? Would the current cost structure account for this activity taking place? Yes – the current cost structure accounts for this.

1. How will it be determined who is to be screened? VA staff will send referrals to the contractor

1. Could the government please expand on the workflow or referral flow of applicants to the contractor? (how often and where the referrals will come from) The referrals will come primarily from the social work team in acute care at West Roxbury VAMC. Additional referrals may come from inpatient mental health and/or the CLC in Brockton VAMC. We anticipate approx. 60 a year, or just over 1/week initially.

1. What is the current turnaround time on a screening conducted by the VA staff from when it is requested? Currently SW complete initial admission assessments within 24 hours of admission M-F.

1. What type of reporting is required for performance? The monthly invoice, as well as updates on individual referrals back to the referring SW as the process moves forward.

1. Will there be a scenario where this/these individuals would screen veteran’s dependents/survivors? No

1. If a veteran is inpatient at a non-va facility is the expectation that the individual will screen the veteran at this facility? No

File details come from the government source that posted it.
