1. The purpose of Amendment 0001 to Solictation 36C24118Q9172 is to respond to Pre-Quote Inquiries (PQI), which are included as Attachment 1, submitted by prospective contractors interested in this solicitation.

2. Prospe ctive contractors are hereby notified that they must submit a signed copy of Amendment 0001 with the quotations , which are due on 18 July 2018 at 11:00 A.M. Eastern Daylight Time (EDT).

3. Except as amended herein, all other solicitation conditions remain unchanged.

Attachment to Amendment 0001 Responses to Pre-Quote Inquiries (PQI) on Solicitation No. 36C24118Q9172

PQI 1:MT and MLT are slightly different pay scales, so wondering if we need to submit one or the other or will you take a blend of the two professionals?
Response to PQI 1:Prospective Quoters are advised to take a blend of the two professions when quoting the rate for this solicitation.
PQI 2:I just read through the solicitation but there is no mention of the treatment of the GSA allowances. So, question #2, do the professionals need to produce receipts for reimbursement of lodging and car rentals or is this being treated like a true GSA allowance?
Response to PQI 2:The contracted MT/MLTs need to produce receipts for lodging, car rentals and airfare. The Government will only pay actual costs up to the amounts identified in CLINS 0001 through 5004 of Paragraph B.2, Price/Cost Schedule on pages 5 of 72 through page 7 of 72; and Paragraph E.1, Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items, on page 52 of 72, which states, in part:

“The Government will pay lodging up to the GSA per diem rate for Kennebec County for each employee; up to $45/day for a Rental Car for each contractor; and a maximum of $1,000 for one round trip airline ticket for each contractor employee placed under this contract. The Government will not pay meals and expenses and incidental expenses under the resultant contract. Contractors are not required to submit a price for this line item as the Government has established a maximum amount that it will pay for travel.”

To further clarify, (1) Air Travel shall be coach class only and booked at the lowest available fare and shall not exceed $1,000/round-trip ticket; (2) No larger than a mid-size rental car should be rented and shall not exceed $45/day; and (3) the GSA per diem rate for Kennebec County, Maine is $93.00/day. Contractors shall not exceed this rate per day, inclusive of all taxes. Contractors are encouraged to negotiate discounts or utilize lower corporate rates, if possible. Air Travel, Rental Car and Lodging Expenses will be done on a cost-reimbursable basis and require the submission of receipts for reimbursement.
PQI 3:The title of the RFQ is MT/MLT and I would ask if it is either one? Thanks, it makes a difference in terms of recruiting and price.

Response to PQI 3: See response to PQI 1. Prospective Quoters are advised to take a blend of the two professions when quoting the rate for this solicitation.

PQI 4:I did find the solicitation online and put myself on the interested vendors list. I didn’t see an attachment to include a quote though. Is there anything further I have to do at this point?
Response to PQI 4:Please utilize Paragraph B.2, Price/Cost Schedule, on pages 5 of 72 through 7 of 72 to provide the quote.
PQI 5:Can the Government confirm that the travel CLINs cost reimbursable or Firm Fixed Price?
Response to PQI 5:Air Travel, Rental Car and Lodging Expenses will be done on a cost-reimbursable basis and require the submission of receipts for reimbursement.
PQI 6:The contract is 5 years and the Government is only providing a one-time $1000 round trip per FTE. Will the Government consider addition travel costs for replacement FTE because it is unlikely that any FTE will live 5 years at a hotel?
Response to PQI 6:The Government does not require that each contractor FTE reside in a hotel for 5 years. Contractors may seek alternate lodging, i.e. apartment leases, home leases, etc., not to exceed the performance period of the base period or any option, as long as the cost does not exceed the GSA lodging rate of $93/day for Kennebec County, Maine. Contractors are encouraged to negotiate discounts and lower rates whenever feasible. Contractor personnel will be required to provide a copy of the signed lease with the original invoice submission and then receipts showing payment to landlords or other proprietors monthly with the contractor’s invoice submission. The Government will not reimburse for any fees in addition to the monthly rent (i.e. pet fees; last month’s rent; security deposits; cleaning; etc.).
PQI 7:Will the Government consider some per diem reimbursement because the cost of food is much higher living in a hotel then with home accommodations?
Response to PQI 7:Please refer to Paragraph E.1, Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items, on page 52 of 72, which states, in part:

“The Government will not pay meals and expenses and incidental expenses under the resultant contract.”

PQI 8:Is there an incumbent contract for this effort? If so, will the government please provide the name of the current contractor, the total period of performance, and the total value of the contract?
Response to PQI 8:This is a new requirement and is the first time we are pursuing a longer-term agreement to provide MT/MLT Locums Services for VA Maine Health Care System.
PQI 9:Are there incumbent workers on this effort? If so, will the government please provide their contact information to determine if they are willing to submit their resumes/certifications for prospective bidders?
Response to PQI 9:This is a new requirement and is the first time we are pursuing a longer-term agreement to provide MT/MLT Locums Services for VA Maine Health Care System.
PQI 10:With EO 13706 included as a clause, will the government consider a unit price based on 1864 hours per FTE position?
Response to PQI 10:The Government requires submission of pricing for the hours as requested in CLINS 0001 through 5004 in Paragraph B.2, Price/Cost Schedule on pages 5 of 72 through page 7 of 72 of the solicitation document.
PQI 11:What time frame does the government plan from expected award date to start of work?
Response to PQI 11:The Government intends to award this contract soon after the receipt and evaluation of quotes, and to commence work after credentialing and security background checks are complete. Target to commence work is late August 2018.
PQI 12:Does the government intend for a quality control plan to be part of a proposal or delivered upon award?
Response to PQI 12:Please refer to Paragraph D.1, Quality Assurance Surveillance Plan (QASP), on pages 23 of 72 through 29 of 72. The successful contractor will be required to sign the QASP after reviewing it with the COR prior to performance.
