X X X 03/12/2018 by 8:00 AM The purpose of this amendment is to update the solicitation, by answering questions received and by adding an evaluation factor Please see the attached document for the new information.
The solicitation close date has been extended to 03/12/2018 at 8:00 AM.
Questions Received (question listed in Bold text, answers in normal text) PWS mentions both AutoCAD and PDF files. Does the system need to support any other file formats? No other file formats are required to be supported. Scanning capabilities are required, as well as database maintenance and data entry.
Since we would need to be modifying and verifying as-build conditions, what types of drawings are these? What expertise would we need? Some are AutoCAD, some are PDF, and some are sketches. The vendor must have the capability to verify site conditions and modify the drawings and databases information from measurements performed on site.
Are you expecting a full Product Lifecycle Management (PLM) system or something a lot lighter? All equipment necessary to meet the service requirements in the solicitation is to be owned and maintained by the contractor. The VA provides no equipment or IT infrastructure needed to the accomplishment of the service.
What are your security requirements for this system? What government regulations does it need to meet? What certifications/testing does it need to meet? A Business Associate Agreement (BAA) is required. The system to be provided by the contractor is a separate system from the VA’s IT system, accessible through a secure Internet portal.
The PWS mentions the number of drawings. I did not see an estimated size in storage. What is your estimated memory size for storing the files? The individual drawings can vary in size from less than 1 Mb to over 20 Mb. There is no estimate for total memory required for the storage of these drawings.
What technology is currently used to store your database of 3000 pdf documents? Do you have the AutoCAD documents that correspond to these PDFs? If so, is managing these AutoCAD documents part of the requirements? The technology used to currently store drawings and provide the services required is proprietary to the vendor currently providing those services. In many cases, there are no AutoCad drawings that match the PDFs stored. Managing the PDF files stored and maintenance of the database for retrieving the documents is part of the scope of work.
“…scanning, extracting the data from each drawing…” Could you define what data needs to be extracted from each drawing? Is this in metadata tags? How is it stored in the drawing? Or is it in your current system as extra fields in the database? For the floor plans: net square footage for each room; gross square footage for each room; room number; categorization by Capital Asset Inventory (CAI) category, floor covering, wall covering, room use, electrical and plumbing fixtures are just some of the data fields required. This is not stored in the drawing – it is available to the users by clicking on the drawings. The VA has not specified how that data is managed or stored in the database, only that it is a required feature. Data fields in the database for documents storage are filled out by the contractor taking the information from each drawing.
Is this database of drawings currently hosted and maintained by the VA? If not, is there a transition plan for the incumbent? The existing database is not hosted, nor is it maintained by the VA. It is hosted and maintained by the current vendor. The VA end-users can access the database, manipulate data, and extract data. The successful bidder would be responsible for any transition necessary to provide the services needed by the VA as part of their services under this contract.
The PWS does not appear to address the initial loading of the data into the system. Could you briefly describe your expectations? Would the government be responsible for this or the contractor? The successful bidder is responsible for all loading and maintaining of data for full use and access by the VA. The government is not responsible for this function, as the government does not host, maintain, or own the software that performs these functions.
Is this system replacing an existing system or systems, or is it a new concept? There is an existing database, storage of drawings, and extraction of data by an existing vendor that performs the functions outlined in the statement of work. The successful bidder will be providing a system that the contractor proposes as an existing, off-the-shelf solution, modified as appropriate.
Are you looking only for off-the-shelf solutions, or is there time intended to be allowed for custom development work to meet the five parts of the spec? If so, by what date would you expect a working solution for each of those five areas to be considered acceptable contract performance? The successful bidder will have a fully operational system at the time of bidding that is available for the VA to utilize upon award.
Is the actual ability to create CAD drawings client-side expected in the solution? Does the VA create its drawings separately? And that part of this solution is specifically and only for the storage of the drawings and the ability to search/fetch those drawings by certain meta-data applied to each? Similar to the Documents module? The VA has AutoCAD drawings that are sent to the vendor to extract data and update plans for the facility. The VA creates drawings, as do VA consultants. Those plans created by the vendor can be downloaded as AutoCAD or PDF. The retrieval of drawings is part of the function of the data base. The contractor is expected to do the modifying of the drawings from CDs or hardcopy or other electronic files or in-situ measurements.
The Space and Telecom modules are completely separate parts of the solution, meaning they have no direct data connection to As-Built or Documents, though conceivably Telecom pieces could be in some of the “Spaces.” Is that correct? The space and telecom modules key off the as-builts.
What is the desired length of proposals? (not counting resumes, past performance, etc) Quote packages should succinctly provide the necessary details to demonstrate the ability to meet the requirements of the solicitation. No definitive length is given, as the desire is for the quoter to have enough opportunity to best showcase their ability.
New Evaluation Factor: User Interface In addition to Price, Technical Ability, and Past Performance, User Interface is added as an evaluation factor. Quoters shall provide a demonstration to the VA CO and potential CORs of the online, end-user interface the quoter will use in providing the service. After the solicitation close date, the CO will schedule demonstrations with the contractors who have submitted quotes by the close date. The format of each demonstration may vary, but at a minimum will include the quoter guiding end-users through use of the online interface and answer any questions they have about it. This demonstration is intended to show the end-users of the ease-of-use of the proposed online interface, which is key for the end-users’ ability to obtain meaningful information from the contractor’s online interface.
