The VA seeks to identify qualified sources capable of providing an intestinal ultrasound (IUS) system—a non-invasive, radiation-free diagnostic imaging tool for gastroenterologists to assess the small and large intestines in real-time. The VA has identified the Samsung R20 as the only known system meeting the government's minimum requirements but is issuing this notice to determine whether other manufacturers offer equal products. The NAICS code is 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) with a 1,250-employee size standard. The place of performance is nationwide. The anticipated period of performance is one 12-month base period with four 12-month option periods.

Responses are due by March 9, 2026, at 9:00 AM Eastern Time and must be submitted via email to Trevor.Masoni@va.gov and Sara.Vickroy@va.gov. Respondents must provide company information, SAM UEI, business size, manufacturer or distributor details, country of origin, technical literature demonstrating compliance with 16 salient characteristics (including on-system bowel activity assessment, EzPrep automatic exam selection, voice command capability, advanced imaging tools, FDA 510K certification, and deep learning-based measurement tools), ability to supply nationally, service plan details, pricing information with quantity discounts, and Federal contract vehicles held. This notice is for planning purposes only and does not constitute a commitment to award a contract or pay for submitted information.

DESCRIPTION

1.0 DESCRIPTION

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The Department of Veterans Affairs’ (VA) Strategic Acquisition Center (SAC) is issuing this Sources Sought Notice as a means of conducting market research to identify qualified sources with the capability and the resources to meet the Veterans Health Administration’s (VHA) Non-Expendable Equipment National Program requirement for Scanning System Ultrasonic: Intestinal.

The Department of Veterans Affairs (VA) has identified Samsung® R20 Scanning System Ultrasonic: Intestinal as the only known system that meets the Government’s minimum requirements for integrated systems that offer a non-invasive, radiation-free imaging tool for gastroenterologists to assess the small and large intestines in real-time. This technology represents a pivotal advancement in gastrointestinal care, allowing quick and effective management of chronic conditions through real-time diagnostics.

Key Features and Benefits:

Disease Monitoring: Capable of managing chronic gastrointestinal conditions like Inflammatory Bowel Disease (IBD), including Crohn's disease and ulcerative colitis.

Real-Time Assessment: Offers instant live imaging to evaluate bowel wall thickness, vascularity, presence of scar tissue, and motility.

Patient Convenience: Does not require bowel preparation, sedation, or the use of laxatives.

Safety: Radiation-free, suitable for repeated assessments.

On-system Bowel Activity Assessment: Integrated reporting with BowelReport and Limberg score calculation.

Enhanced Imaging Capabilities: Features advanced image optimization and quantitative imaging tools.

While Samsung® R20 Scanning System Ultrasonic: Intestinal is the only known system meeting these combined capabilities, VA is issuing this Sources Sought to determine whether other manufacturers can provide an equal product that meets the salient characteristics listed below.

If no equal products are identified, VA may proceed with a brand-name only acquisition under

FAR 6.103-1.

The anticipated period of performance is for one 12-month base period with four 12-month option periods.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334510 – Electromedical and Electrotherapeutic Apparatus Manufacturing and the associated size standard is 1,250 employees.

Submissions for this “sources sought” shall be submitted by email no later than the due date and time listed in the announcement to Trevor.Masoni@va.gov and Sara.Vickroy@va.gov.

Salient Characteristics:

The Government requires these characteristics to ensure diagnostic efficiency, patient safety, and optimal outcomes for Veterans. A Scanning System Ultrasonic: Intestinal, also known as an Intestinal Ultrasound (IUS), is a non-invasive, radiation-free diagnostic imaging tool used by gastroenterologists to assess the small and large intestines in real-time. It works by emitting high-frequency sound waves from a connected handheld transducer placed on the abdomen, which bounces off tissues to create detailed, immediate images on a screen. This technology is transforming gastrointestinal care, particularly for managing chronic conditions, by acting as a “point of care diagnostic modality” for the bowels. These features collectively support improved Veteran outcomes and align with VA’s mission to provide safe, high-quality healthcare.
