About this file

This is a Justification and Approval Notice for a sole-source contract award. The Department of Veterans Affairs (VA), Office of Acquisition, Logistics, and Construction (OALC), Enterprise Procurement Office (EPO) in Frederick, Maryland intends to award a firm-fixed-price sole-source contract to the National Contract Management Association (NCMA) located at 1818 Library Street, Suite 500, Reston, VA 20190 for organizational NCMA memberships supporting the VA 1102 workforce. The contract award number is 36C10X26P0040 with a total award amount of $1,044,490.00, with an award date of October 1, 2026. The contract structure includes one base period (October 1, 2026 – September 30, 2027) and two option years (October 1, 2027 – September 30, 2028 and October 1, 2028 – September 30, 2029).

The requirement covers the establishment, maintenance, and renewal of organizational NCMA memberships, including access to exclusive research, publications, professional-development resources, and member communities. The sole-source justification is based on NCMA being the sole owner and administrator of its official organizational membership program with no authorized resellers or alternative vendors capable of providing the specific memberships and benefits at the required scale. The statutory authority for restricting competition is 41 U.S.C. 1901, implemented through the VA's class deviation to FAR 12.102(b) using simplified procedures in FAR 13.201. Interested parties may identify their interest and capability by September 29 to contracting officers Dante E. Ruiz (Dante.Ruiz@va.gov) and Allen L. Smith (Allen.Smith3@va.gov), though the Government retains sole discretion on whether to conduct a competitive procurement based on responses received.
