About this file
This is Amendment 0001 to solicitation 36C10X25Q0045, which provides government responses to contractor questions regarding a Request for Quote (RFQ) for a PIO Data Investigative Subscription for FY 2025. The amendment primarily addresses multiple questions about the solicitation's set-aside status.
The government clarifies that this is a full and open competition with cascading evaluation, where all capable vendors can submit quotes. The solicitation will use a tiered evaluation approach, with Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) receiving priority consideration, though the relevant clauses will be updated if an award is made to a non-SDVOSB/VOSB vendor. Quotes are due February 18, 2025, at 10:00 AM ET, with questions due February 5, 2025, and bid intentions due February 12, 2025. The Department of Veterans Affairs Strategic Acquisition Center in Frederick, MD is the contracting agency, with Cedric Jackson serving as the Contract Specialist.

Questions and Answer Session for RFQ 36C10X25Q0045
1. RFQ, page 25. Standard Form 1449 of the solicitation indicates that this solicitation is unrestricted. On page 25, however, VA has included clause 852.219-73 VA NOTICE TO TOTAL SET-ASIDE FOR CERTIFIED SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (JAN 2023) (DEVIATION). Can the VA please clarify that this solicitation is unrestricted? We respectfully request removal of this clause so as to clarify the companies who can respond to the solicitation.
Please be advised that we have been providing online investigative platform subscription products, such as the one required by this solicitation, for more than 17 years. We are not aware of any small business capable of providing this subscription product. Also, our product is a commercial-off-the-shelf product. As such, we maintain capability to meet the requirements on our own, without the need to partner/team with another company.
Given this background, would the VA please consider waiving the small-business requirement and clarifying that this solicitation is unrestricted?
Governments Response:
This solicitation is full and open with a cascading evaluation. All vendors capable of performing the work are welcome to submit a quote. Quotes will be evaluated as stated in the solicitation. Should an award be made to a vendor other than as SDVOSB/VOSB, the clauses will be updated accordingly.
2. RFQ, page 28. Standard Form 1449 of the solicitation indicates that this solicitation is unrestricted. On page 28, however, VA has included clause 852.219-74 VA NOTICE TO TOTAL SET-ASIDE FOR CERTIFIED VETERAN-OWNED SMALL BUSINESSES (JAN 2023) (DEVIATION). 3. RFQ, page 33. Standard Form 1449 of the solicitation indicates that this solicitation is unrestricted. On page 33, however, VA has included clause 852.215-70 SERVICE-DISABLED VETERAN-OWNED AND VETERAN-OWNED SMALL BUSINESS EVALUATION FACTORS (DEVIATION). Can the VA please clarify that this solicitation is unrestricted? We respectfully request removal of this clause so as to clarify the companies who can respond to the solicitation.
Governments Response:

4. RFQ, page 36. Standard Form 1449 of the solicitation indicates that this solicitation is unrestricted. On page 36, however, VA has included clause 52.219–27, Notice of Set-Aside for, or Sole-Source Award to, Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns Eligible Under the SDVOSB Program (FEB 2024). Can the VA please clarify that this solicitation is unrestricted? We respectfully request removal of this clause so as to clarify the companies who can respond to the solicitation.
Governments Response:
This solicitation is full and open with a cascading evaluation. All vendors capable of performing the work are welcome to submit a quote. Quotes will be evaluated as stated in the solicitation. Should an award be made to a vendor other than as SDVOSB/VOSB, the clauses will be updated accordingly.
5. RFQ, page 51, Technical Evaluation: The Standard Form 1449 in the solicitation indicates that this solicitation is unrestricted. However, Section 2 (Technical Capability Evaluation) states that the VA will evaluate proposals based on a tiered approach, with Large Business Concerns listed as Tier 4. Could the VA please clarify whether this solicitation is indeed unrestricted? Additionally, would the VA consider waiving the Tier 1 through Tier 3 priority assessment evaluations?
Governments Response:
This solicitation is full and open with a cascading evaluation. All vendors capable of performing the work are welcome to submit a quote. Quotes will be evaluated as stated in the solicitation. Should an award be made to a vendor other than as SDVOSB/VOSB, the clauses will be updated accordingly.
