E.1 Evaluation Criteria, Factor 2: Past Performance, section c:
Subcontractor Consent
Subcontractor consent: The proposal indicates that the Prime Contractor, “shall submit the consent of its proposed principal subcontractor(s) to disclose their past performance information”. Is there any specific way we must demonstrate that the Prime Contractor has the consent of its subcontractors to disclose their past performance?
"Consent to subcontract" in the context of the Federal Acquisition Regulation (FAR) refers to the Contracting Officer's written consent for the Contractor to enter into a particular subcontract1. The contracting officer may require this consent to protect the Government adequately based on factors such as subcontract type, complexity, or value. For Past Performance, it would be written consent to disclose past performance information.
3 B.3 PWS, 3. Scope
It indicates that "Recurring training shall be hosted on a virtual, Contractor-hosted site to VHA Frontline Staff". To confirm, this is saying that the training would be hosted on a platform of the contractors choosing not an existing learning platform used by VHA? And if so, is there a preference for particular platform(s)?
Yes. All recurring training shall be hosted via an On-line Instructor-Led Virtual, Contractor-site on a platform of the Contractor’s choosing that would enable VHA employees to gain access to Online course work in order to complete training and attend virtual training courses.
4 Task 4
For the listed civil treatment trainings for VHA employees and leaders, there is a listed minimum and maximum participants, ranging from 1 to 30 participants. Will the contractor know the actual expected number of participants ahead of each civil treatment training?
Yes. The Government will provide a list [to the Contractor] showing the total number of employees ranging from 1-30 participants for each civil treatment training.
5 Task 5
Could you provide more clarity with the Staffing Plan, specifically is the contractor is expected to find and acquire staff?
The staffing plan is stated as to minimum requirements in PWS 4.6, Task 6. Contractor shall provide staff that include the Key Personnel as outlined in the PWS and all necessary staffing that is required to perform the requirements of the PWS and tasks therein from their own staff or with assistance from subcontracted effort, within the Limitations of SubContracting language of the RFP.
