About this file

This document is an Award Notice for the VHA Integrated Healthcare Transformation (IHT) 2.0 Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. The 10-year contract, set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), will support veteran-centric healthcare program needs and has a collective ceiling of $14 billion. Nine prime contractors were awarded contracts, including Agile4vets LLC, Arrow Arc LLC, Blue Water Thinking LLC, and others, with each contract containing a $10,000 minimum guarantee.

The contract, awarded by the Department of Veterans Affairs Strategic Acquisition Center, will run from August 2025 to August 2035, with a base period of 2025-2030 and an option period from 2030-2035. The contract aims to optimize VA healthcare service procurement, drive cost savings, and enhance value through expanded capabilities (increasing from 36 to 61 capability areas, including health informatics). Task orders can be Fixed Price (FFP), Labor Hour (LH), or a combination, and the government anticipates substantial subcontract opportunities throughout the contract's lifecycle.

DESCRIPTION

The purpose of this notice is to fulfil both the requirement to make information available on the IHT 2.0 award (public announcement) and the requirement to post the IHT 2.0 award notice for future potential subcontract opportunities.

In accordance with overhauled FAR 5.302(a), Contracting officers must make information available on awards of contract actions over $4.5 million in sufficient time for the agency concerned to publicly announce it by 5 p.m., Eastern Time (ET), on the day of award. (See pre-overhauled FAR 5.303(a).)

Additionally, in accordance with overhauled FAR 5.301(a), unless exempt, Contracting Officers are required to post an award notice to the GPE for contract actions greater than $25,000 that are likely to result in subcontract awards as soon as possible after award to promote industry and small business participation. (See pre-overhauled FAR 5.301.)

Award notice/public announcement information:

(1) A description of the supplies or services.

Brief Description of Contract Award: VHA Integrated Healthcare Transformation (IHT) 2.0 is a 10-year, multiple-award IDIQ Contract with a pool of Service-Disabled Veteran-Owned Small Businesses (SDVOSB) prime contractors leading robust, integrated teams in support of veteran-centric, healthcare-specific program needs. Each of the nine established contracts contains a $10K minimum guarantee as required to ensure a binding contract in accordance with FAR 16.504(a)(2).

Benefits to VA: IHT 2.0 will deliver better VA healthcare-related service procurement outcomes, drive cost savings, and enhance the overall value obtained from VA expenditures.

The IHT 2.0 contract benefits VA Acquisitions through optimized acquisition processes and reduced lead times, applied category management principles, and enhanced SDVOSB participation to ensure Agency socio-economic goals are achieved. Through IHT 2.0, mission critical, complex VHA National Program requirements that entail a high level of agency program office and contracting coordination (highly tailored services) will realize the economy and efficiency consistent with objectives of other current, Government-wide consolidations of common goods and services.

The contract furthers VA/VHA programs through delivery of comprehensive and integrated healthcare-specific services to National programs, elevating the quality of services provided to Veterans. Beyond the first iteration of the contract, IHT 2.0 provides expanded capabilities (from 36 up to 61 capability areas to include those in health informatics) as well as additional features and flexibilities.

(4) Contract award dollar amount.

However, the Government’s obligation (financial commitment) lies only at $10,000.00 per award, the minimum quantity specified in the contract, for a total obligation of $90,000.00. Prior to competing and awarding task orders, programs will obtain necessary approvals in accordance with Agency policy and processes to ensure smart expenditures of funding that maximizes value to taxpayers and Veterans alike.

(5) Contract award date.

· Planned IDIQ Contract Award date: 8/26/2025

· Period of performance:

· Base Period of 8/26/2025-8/25/2030

· Option Period of 8/26/2030-8/25/2035.

Given the contract structure and nature of services within scope of the IHT 2.0 IDIQ contract, the Government anticipates substantial subcontract opportunities over the 10-year life of the contract. Companies interested in participating as subcontractors should reach out directly to the awardees provided above to plan for future periodic subcontractor onboarding events.
