The Department of Veterans Affairs Strategic Acquisition Center – Frederick intends to issue a firm-fixed price Blanket Purchase Agreement (BPA) on a sole source basis, under authority of FAR 13.106-1(b)(2), to University of Arkansas – Pulaski Technical College (UA-PTC), 3000 W Scenic Dr., North Little Rock, Arkansas 72118-3347.
The requirement is for offsite daily meals, training space, driving track, and graduation hall for Department of Veterans Affairs, Law Enforcement Training Center (VA LETC)’s students attending training at UA-PTC. The sole source determination is that UA-PTC is located within a half mile of the lodging facilities at the VA LETC campus. This close proximity allows VA LETC to maximize the limited resources to a facility that has adequate resources for providing daily meals, training space, driving track, and graduation hall. This provides for better instructor coordination in the event of needing supplies or additional course material. Furthermore, having the course located at UA- PTC greatly reduces training space needs, logistical problems with travel, and lost training time. UA-PTC operates the campus dining facility. UA-PTC provides a full range of institutional food service capabilities. The University provides both on-site and off-site services for the UA-PTC campus. Because all of the students are in temporary duty (TDY) status, these VA LETC trainees do not have routine access to transportation. The courses being taught will be held at UA-Pulaski Technical College. UA PTC has its dining facility on campus and does not permit other entities to set up and provide food services on campus. The UA-PTC dining facility is the only facility meeting that requirement, and as such they are the only source that can fulfill the requirement.
A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
This is not a solicitation for competitive quotes. However, any interested party that can provide this support without adding additional mark ups or compromising the quality of services, may submit a statement of capabilities, which if timely received, will be considered.
Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future. Evidence must be provided along with the capability statement; a price list and any other information furnished in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement. This must be to the emailed to the point of contact no later than the closing date of this notice.
