About this file

This document contains questions and answers regarding a Request for Proposal from the Department of Veterans Affairs Strategic Acquisition Center Frederick for VBA Medical Disability Examinations Pre Discharge services. The questions seek clarification on pricing schedules and sample task order quantities for certain contract line items, noting that the original volumes provided appear disproportionately high compared to estimates in the performance work statement. The government provides responses adjusting the pricing template and sample order quantities to address these concerns.

47Price ScheduleRequest a review and revision of the sample task order quantities for SLINs 0019A, 0019B, and 0019C. The sample task order contains projected annual quantities and the total for SLINs 0019A/B/C is 890,000/year. The estimated annual volume of ESRs in the PWS Attachment B for FY22 to FY25 range from 120,330 to 190,148. It is understood that a medical record review is required for each appointment and that typically there is more than one appointment per ESR. In comparing the Attachment B volumes to the sample task order quantities for these three SLINs, it appears that the sample task order quantities are ~5-7 times too high. That is, that the sample task order quantities appear to be the quantities for the entire contract period of 6.5 years and not an annual value and disproportionately contribute to the total price of the sample task order. We have adjusted the sample task order for 0019A/B/C to reflect an assumed volume of 190,148 ESRs. Please note that we estimate 1 ESR is equal to 3 DBQs and those DBQs will require a record review. Additionally
48Price ScheduleThe Government provided an updated pricing schedule with Amendment 4. After review – some volumes are now extremely high (e.g., CLIN 19) and the implementation quantity is still listed at a quantity of 10 – which will incorrectly multiply our implementation costs since it is only a quantity of 1. Can the Government please confirm the correct pricing template was provided and that you intend to evaluate offerors off of the volumes provided in the new template?See Q and A question #47 for changes to CLIN 0019. Additionally the quantities for CLIN 0024 have been changed to 1.
