Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07.
The Veterans Health Administration (VHA) Office of Mental Health & Suicide Prevention (OMHSP) has a requirement for 15” cable style gun locks, with an imprint of the Veterans Crisis Line (VCL) information on the lock, a wallet card, VCL tag (sticker) on the cable, two (2) keys, and instructions for the locks. The cable lock must be approved by the California Department of Justice (DOJ) for use in firearms.

B.2 Product Specifications and Related Tasks
1. Introduction The mission of the Department of Veterans Affairs (VA) is to fulfill President Lincoln's promise:
"To care for him who shall have borne the battle, and for his widow, and his orphan" by serving and honoring the men and women who are America's Veterans. The Veterans Health Administration (VHA) has a mission to: Honor America’s Veterans by providing exceptional health care that improves their health and well-being.
VA has established a goal to prevent and reduce suicide and suicidal behavior among Veterans.
According to data from 2014, an estimated 20 Veterans died by suicide every day. Suicide prevention is VA’s highest clinical priority.
This acquisition will provide lethal means safety and secure storage measures which build time and space between “impulse to action”. Lethal means safety, secure storage, and firearms suicide prevention are part of a critical strategy for preventing and ending suicide among Service members and Veterans.
2. Scope The Contractor shall deliver cable-style gun locks, with an imprint of the Veterans Crisis Line (VCL) information on the locks. The Contractor shall include a VCL wallet card, VCL tag (sticker) on the locks, and instructions for the locks.
3. Performance Details
3.1 Period of Performance
The period of performance shall be for one (1) base year.
3.2 Place of Performance
Tasks under this SOW shall be performed at the Contractor’s facility. The Contractor shall identify the Contractor’s place of performance in their Task Execution Plan submission. The contractor facility should have all necessary office equipment, supplies to include hardware and software in order to complete the tasks. No Personal Identify Verification (PIV) card access or Government Furnished Equipment or Information (GFE/GFI) will be issued to the contractor.
3.3 Security Requirements
There are no Security concerns or requirements as this contract requires the production of a physical product. The certification and accreditation requirements do not apply, and a security accreditation package is not required.
3.4 Type of Contract
This will be a Firm Fixed Price (FFP) contract.
3.5 Travel
The government does not anticipate any contractor travel under this contract.
4. Specific Tasks and Deliverables
4.1 Cable Style Gun Lock
The Contractor shall deliver a cable-style gun lock with the following product features:
• 15" heavy-duty steel cable gunlock
- Fits almost any handgun, rifle, or shotgun
- Prevents rounds from being chambered, magazines from loading, actions from engaging or cylinders from moving
- Easy and quick installation and removal
• Two keys provided with each lock
• Gun lock body type is to be composite with vinyl coating/cover on lock and cable
- Coating/cover is to be red
- Red as close to PMS 1797 as possible
• Cable lock is to be approved by California DOJ for use in firearms
• Cable lock is to be ASTM compliant
• Cable Lock must meet the requirements of the Colonel of the Department of
Massachusetts State Police and be listed on the Approved Firearm Safety/Locking Devices list
• Cable Lock must meet the requirements of the Maryland Handgun Roster Board and be listed on the Approved Integrated Mechanical Safety Devices list
• Cable lock is to have a positive cam locking mechanism or similar
• Cable lock body is to have a white imprint of the Veterans Crisis Line

- Imprint is to be as large as possible
- Production files for the Veterans Crisis Line Logo will be provided by the
Government upon award
• Packaging Specifications
- Cable locks and all necessary elements (wallet cards and the instructions) are to be individually packaged together as a set and sealed in suitably sized zip lock bags
- Veterans Crisis Line wallet cards are to be included in the packaging with each cable lock set
• Shipping/Boxing Specifications:
- Individually packaged cable locks (as specified above in Packaging
Specifications) shall be boxed for shipping in quantities of twenty-five (25) per carton, and four (4) cartons per box.
4.2 VCL Label
The contractor shall produce a label containing 24/7 Confidential Crisis Support information adhered to the gunlock cable (label info supplied by the Government after award)
• Adhesive backed vinyl label
• Label flat size is 5.5"w x 1.5"h, wrapped around the cable it's 2.75"w x 1.5" h
• A visual representation of the label and how it is to be adhered to the cable lock cable will be included in the spec upon awards.
• The label should be adhered to the base of the cable on the side without the locking mechanism.
4.3 VCL Wallet Card
The Contractor shall provide a plastic wallet card with the following product features:
• Wallet card printed on white plastic
• Trim size 3.375” wide x 2.125” high
• 0.030” thick plastic with gloss finish
• Trim to size with rounded corners and adequate margins (pdf provided after award)
• Printing by 4-color process. (Do not offset printing and screen printing)
• No bleed
4.4 Instructions
The contractor shall produce instructions for use and to be included in the packaging with each lock set. The Government will provide the instructions after award.
4.5 Delivery
The contractor shall deliver the items in PWS sections 4.1-4.4, as packaged and boxed according to specs in 4.1, to the VA Hines Depot, in Hines, IL. Actual address and POCs to be provided by the Government upon award.
5. Deliverables:
1. Cable style gun locks (per Government approved shipment schedule)
2. VCL label on each lock (per Government approved shipment schedule)
3. VCL wallet card to be include with each lock (per Government approved shipment schedule)
4. Instructions to be included with each lock (per Government approved shipment schedule)
5. Delivery
6. Delivery Confirmation (within 3 business days of delivery)
6. Schedule The contractor shall provide a master delivery schedule for the deliverables, knowing that they may be delivered to the VA Depot in installments. Provide in similar format to below.
Deliveries will be made as follows:
- PDF proof due (within two (2) weeks after award)
- Production samples due (within two (2) weeks after PDF approval)
- 20% of total cable locks on (date)
- 15% of total cable locks on (date)
- 15% of total cable locks on (date)
- 15% of total cable locks on (date)
- 15% of total cable locks on (date)
- Final 20% delivery of cable locks on (date)
Or:
- PDF proof due (within two (2) weeks after award)

6. Quality Monitoring The contractor will send PDF proofs and then three (3) physical samples to the COR for approval, prior to production.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

E.2 EVALUATION APPROACH
The Government intends to establish one contract as a result of this solicitation.
The award resulting from this solicitation will be made based on the lowest priced technically acceptable offeror.
The government will evaluate information based on the procedures authorized in FAR Part 13.106-2 using the following evaluation criteria:
1) Product and Task Fulfillment The evaluation process will consider whether the quote demonstrates the ability to provide a product that meets the specifications as stated in Section B.2 and the ability to complete all tasks included in Section B.2.
2) Price – The Government will evaluate offers by adding all line item prices - the Total of All CLINS will be that sum. The Government will evaluate price to determine whether or not it is considered fair and reasonable.
All quotes shall be subject to evaluation by Government personnel. The Government intends to award without discussions based upon the initial evaluation of quotes.
Consequently, contractors are highly encouraged to quote their best non-price and pricing quotes in their initial submissions. However, the Government reserves the right to communicate with any or all contractors submitting a quote, if it is determined advantageous to the Government to do so. If these communications take place, the Government is not obligated to communicate with every contractor (note that FAR Part 15 procedures do not apply; therefore formal discussions are not applicable). All contractors will be treated fairly and impartially.
E.3 52.209-7 INFORMATION REGARDING RESPONSIBILITY MATTERS (OCT
2018)
(a) Definitions. As used in this provision—
"Administrative proceeding" means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract Appeals Proceedings). This includes administrative proceedings at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.
"Federal contracts and grants with total value greater than $10,000,000" means—
(1) The total value of all current, active contracts and grants, including all priced options; and
(2) The total value of all current, active orders including all priced options under indefinite-delivery, indefinite-quantity, 8(a), or requirements contracts (including task and delivery and multiple-award Schedules).
"Principal" means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager;
head of a division or business segment; and similar positions).
(b) The offeror [ ] has [ ] does not have current active Federal contracts and grants with total value greater than $10,000,000.
(c) If the offeror checked "has" in paragraph (b) of this provision, the offeror represents, by submission of this offer, that the information it has entered in the Federal Awardee Performance and Integrity Information System (FAPIIS) is current, accurate, and complete as of the date of submission of this offer with regard to the following information:
