About this file

This document contains questions and answers related to a Request for Proposal from the Department of Veterans Affairs Strategic Acquisition Center Frederick for Medical Disability Examinations in Region 4. The questions and answers provide clarification on workload volumes and estimates of Examination Scheduling Requests that would be allocated to a potential awardee. They also address the acceptability of specific IT vendors and infrastructure. Estimates indicate that with four total vendors, approximately 106,000 disability evaluations would be allocated annually per vendor for Region 4. No preferred IT vendors are identified, but use of infrastructure from another prime contractor would require advance government notification and approval.

Do we have an estimated split of the total 2022 ESR count spread across all line items on the “B.2 price schedule” (to include the prison and mobile or in-home visits)? I.E. Of the estimated 426,492 ESR’s in Region 4 in 2022, what is the quantity (or what % of total) should we attribute top each line item? If # not available, perhaps a breakdown of the 2021 or 2020 by line item would be helpful.Attachment B Workload Volumes – Reg 1-4 provides Examination Scheduling Request (ESR) volume by region and state for FY2020 (actuals) and FY2021-FY2025 (projections). This attachment also provides workload volume by regional office by DBQ Description (DBQs Requested and Completed FY2019, FY2020, 1st half of FY2021).

Attachment C – Regional Office Jurisdictional Areas provides listing of the regional office number and, office name and ZIP code. This information can be used to estimate ESRs in Region 4 in 2022.

On the design, development, and implementation of the vendor EMS (with the two required portals) needed to interface w/ VBMS, DAS, and/or the VHA’s EMS, is there a VA preferred or endorsed IT vendor available? I have shared the requirements with federal IT vendors for cost and timeline bids (as our current software vendor has little experience working with the VA). If the VA has a preferred vendor, that helps outsiders in this - Systems Made Simple would be a great vendor, but they are already owned by Leidos (who owns one of the prime MDE contractors).VA does not have a preferred or endorsed IT vendor. Offeror’s shall choose the vendor that they feel can best help them meet the requirements. If the proposed IT Network is the same one used by another MDE contractor offeror’s shall provide advance notification to the Government, and obtain the Government’s advance approval. “IT Network” is defined as the server and internal IT infrastructure. Since Systems Made Simple (SMS) is owned by the same company as a current prime vendor, the Government would not be able to approve.
Assuming only one more prime contractor is added to the MDE vendor list, it seems 425k ESR’s will be divided four ways, which equates to approximately 106k estimated disability evaluations per year in Region 4 for any awardee that reaches ATO (we acknowledge no guarantees) - am I understanding the projected ESR scope (assuming there are only 4 vendors) correctly?Examination scheduling requests will be divided equally among all contracted vendors.
