No.QuestionSolicitation ReferenceAnswer
Is there an incumbent?N/AThis is a new requirement. There is no incumbent.
Will the Government consider extending due dates?N/AThe Government will not respond to requests to extend due dates unless there is a reasonable request that includes the circumstances surrounding the request.
When will responses to questions be posted?N/AThe Government plans to post answers within 3 days of the Q&A close date.
Are there Service Contract Labor Standards applicable to this action?N/AIt is unlikely that it will be. However, the Contractor will be responsible for notifying the Contracting Officer of their intention to quote SCLS positions within their quote. Notifications should include the local area in which the employee(s) will provide services. The Contracting Officer will provide the wage determination(s) that will be used in the contract.
Does VA CXi intend to be the certification authority (issue the certifications) with contractor support in defining the governance and management, or does the government require the contractor to be (or subcontract) an existing 3rd party certification authority?Statement of Objectives, page 1VA CXi is intended to be the certification authority. Contractor support is required to develop, pilot and refine the certification strategy and content as outlined in the SOO. As outlined in the Objective, the Contractor should have developed certifications for executive-level audiences and market facing learning products for institutions of similar scale to VA to successfully assist VA in this effort.
Can the government provide the number of trainees expected to participate in (a) VEO EMD staff training, (b) first priority audience pilot, (c) second priority audience pilot?Statement of Objectives, page 3a) Up to 50 people anticipated. For b) and c) the government expects proposals to include the Contractor's recommended pilot size(s) as part of the Performance Work Statement and within the strategy developed in Task 1.1 Certification Refinement.
Please provide additional clarity on the "tiered" source selection evaluation method mentioned in the solicitation. We do not see a description of the actual tiering approach to be used and whether it would be aligned to the VA "Rule of Two" regulations.Solicitation document, page 1This requirement is being solicited "Unrestricted" and is not subject to Tiered evaluations. See 36C10X21Q0219 A00001, page 1 for revised language.
Will the Government consider extending due date for proposals? (Circumstances surrounding the request -- Quotes, to include a 10 page technical approach, a 20 page PWS, proposed labor mix and past performance information are all required within 10 days after the close of the Q&A period. It will likely be even less than 10 days available to prepare the RFQ after the time required to receive answers to the questions. This timing does not seem supportive of SDVOSB, VOSB and other small business concern participation.)Solicitation document, page 17 Quote Submission InstructionsThe due date will not be extended. Page numbers are maximums.
Are the prepopulated questions and answers included with the RFQ Q&A template solely for example text, OR are they anticipated questions that VA is providing answers to in advance?Attachment CThe prepopulated fields are the Government's responses to anticipated questions.
If the prepopulated answers are correct, and there is indeed no incumbent for this work, can the government clarify how this statement of objectives differs from McKinsey's existing VA work?Attachment CThere is no incumbent for this work.
Will VA consider a due date extension given the circumstances of the RFQ that require clarification around the tiered approach and questions template?N/AVA does not anticipate extending the quote due date for this solicitation.
The RFQ states this solicitation is being conducted as a tiered evaluation, but no information is provided about the tiers and evaluation criteria for each tier. Will VA please provide the tiers being evaluated and criteria?Page 1Asked and answered.
Given the unrestricted nature of the RFQ, will VA provide guidance for pricing purposes as to the range of percentage rate deviation from a vendor's GSA Schedule rates it would consider awarding within?Page 1VA will not be consulting GSA price schedules.
We understand that past performance is ranked third in order of evaluation importance. However, will VA rank a vendor's past experience working with VA vs. past experience delivering certification programs and corresponding curricula?N/AThe language in the RFQ stands as it is.
The RFQ provides guidance on key personnel commitments, but there is no guidance as to what the expected key personnel roles are. The guidance is that the key personnel are to be determined by the contractor's quoted approach. How many key personnel does the VA anticipate the BPA will have, and will there be key personnel requirements at the task order level?Page 9; Attachment A page 7The language in the RFQ stands as it is. VA is allowing industry maximum flexibility to utilize its experience to formulate the best value strategy to meet VA's objectives.
Will VA explain what is meant by the statement that SDVOSB primes will receive "full evaluation credit" and non-SDVOSB contractors proposing to subcontract 5% or more to a SDVOSB will receive "some evaluation credit"?Page 21For this evaluation factor, an SDVOSB will have a higher ranking than than a prime proposing to use SDVOSB subcontractor. See the referenced VAAR citation for additional information.
Must any staff have active clearances, and if not, what type -- if any -- clearances will be required upon award?N/ASee Attachment A 36C10X21Q0219_STATEMENT OF OBJECTIVES_A00001, Section 15, for clarifying language.

Is there an incumbent for this work? If so, please provide the name of the vendor and contract number. Please provide the SOW for the current contract.NAAsked and answered.
If there is an incumbent, is the incumbent permitted to propose on the RFP?NAAsked and answered.

The tiered evaluation process has not been included in the RFP. Please provide vendors with the tiered evaluation process to be used for the selection of vendors.RFP, Page 1, Section "Combined Synopsis/Solicitation for Commercial"This requirement is being solicited "Unrestricted" and is not subject to Tiered evaluations. See 36C10X21Q0219 A00001, page 1 for revised language.
Please consider extending the deadline to August 30th or September 6th to allow bidders time to integrate government answers to questions in to their proposals, allow adequate time for past performance evaluations, and allow time to secure most competitive key personnel for each key personnel position.NAVA does not anticipate extending the quote due date for this solicitation.
