Reference Offeror Question Government Response

1 General

a. Can you please describe the recruitment process that helps drive the orders for new providers?

b. Is there possibly an interface available with an established contracting tool, or perhaps a desire to build such an interface over time to facilitate the onboarding process?

a. Orders are based on the creation of direct agreements between Individual VA Medical Centers and community providers. The process to generate these agreements starts with the medical center’s identification of a service either not covered under the national Community Care Network contract or where there are not currently enough providers in that network. The medical centers will outreach either previously engaged providers or other known providers in the community and begin the agreement process.

b. VA does not maintain a contracting tool. A database is utilized to house provider information. The database does not have external interface capabilities at this time; it is stored behind the VA firewall, which cannot be accessed by the contractor under this contract.

2 General

Can you please describe the relationship of the Non-Community CCN Providers within the broader context of the VA/VHA to help outline any required data connections across other ancillary systems or credentialing datasets that may present an opportunity for synchronization (eg is there a requirement for these providers to also have a VA hospital affiliation and, if so is there a data sharing requirement?)

Non-CCN providers operate under a Veteran Care Agreement (VCA) or local contract which is established directly between the VA Medical Center and the provider.

3 General Can CSV file format be an alternative to exportable PSV file format?

CSV can be accepted as an alternative file format.

4 General Will alternative payment models be considered?

No, the contract will be setup as an IDIQ and payment will be invoiced through IPPS.

5 General

If available and current, can a provider’s attestation to a profile in CAQH be leveraged to support the VA application, or should this process remain entirely independent?

Yes, CAQH can be utilized however, the VA cannot confirm if any providers have CAQH files, as it is not a VHA OCC requirement.

Additionally, with the understanding repository utilization does not change the structure of the contract and would be at the discretion of the

36C10X21Q0168 0001

CVO. For example, the payment structure would not change or increase.

Section B.2

PWS, 7.3.1

and 7.3.2

a. Can you please clarify the scope of the “peer level credentialing review board” described in 7.3.1 and later defined as the “CVO Credentialing Committee” in

7.3.2 to outline the expectation of membership and function?

b. Is it intended that the contractor manage the VA Credentialing Committee with a supported process for evaluating and recommending provider applications to streamline the operations of the VA Committee (as described in item 7.3.1.b), or that the contractor establish its own committee of providers to review and approve applications on behalf of the VA?

a. A board of “like” specialists that can evaluate a credentialing file to make an educated recommendation to the VHA of approval or denial. The majority of VCAs are Nephrologists, Home Health Agencies, and Dental Offices.

b. The peer level credentialing review board required under this contract to be managed by the contractor will conduct reviews and will make recommendations to the VHA for approval or denial. VHA OCC Chair also known as Chief Medical Officer (CMO) will have the ultimate decision authority.

Section B.2

PWS,

7.2.1.2

Is it possible that the data elements described in item 7.2.1.2 to support the setup of new providers can be expanded to include elements for date of birth and social security number?

VA does not and/or cannot request or capture a provider’s SSN and DOB. The data elements provided under section 7.2.1.2 are intended to provide the contractor with information to contact the provider to acquire the needed data elements to accomplish credentialing.

Section B.3, Price Schedule

In the pricing schedule it is portrayed as many as 8,065 new providers will need to be credentialed in the first year with no recredentialing for any providers required before the 3 year cycle.

Can you please confirm if this is a new network for the CCN or if there also might be a dataset for established providers that will require migration? If so, can you also please provide a description of any existing solution and the data mapping capabilities?

This is not a new network; Veteran Care Agreements and Local Contracts are individual agreements between a VA Medical Center and a provider used to support gaps in the CCN.

There is currently a dataset of established providers under Veteran Care Agreements that need full credentialing. Information for this subset of providers will be shared in the format described in section 7.2.1.2 of the contract.
