Questions and Responses 36C10X21Q0153
1. Regarding Section E.1, Instructions to Offerors, Section ii. Volume II – Experience, would the government consider extending the window for work performed from three years to five years, to allow for offerors to demonstrate experience with Waste Stream Audit – Recycling Practices? We feel that extending the past performance window to five years would allow more qualified businesses to submit on this opportunity and would benefit the government by allowing it to select from a larger pool of high-quality, cost-competitive proposals.
The past performance window is extended from three (3) to five (5) years.
2. Does the government require preparation of a Work Plan that would detail the contractor’s approach to completing the tasks specified in the Performance Work Statement?
The proposal should include an overview of how they intend to complete the work being requested. It does not need to be a formalized work plan, but it needs to address the tasks in the PWS.
3. Does the government require preparation of Accident Prevention Plan or any other documentation detailing safety procedures when conducting representative sampling of each waste described in Section 4.6.2?
No. The intent of the contract is to conduct a waste diversion study involving research of the local recycling market to determine what waste streams can feasibility and reasonably be recycled given regional demand. This information will be used to generate a realistic achievable diversion rate. The contract is more about market research then a physical hands-on waste audit. Therefore, the need for safety procedures is not necessary since the risk is minimal. The contractor is responsible for the safety of their employees but there should be no physical handling of waste. See answer to question #7.
4. Section 5.0 of the solicitation indicates that the “The draft report is due NLT 10/31/2021”; however, Section 6.0 indicates the period of performance ends 10/31/2021. Can the government clarify the period of performance, in the event government review and comment is not completed within 30 days?
The contractor has 120 days from date of award to provide a draft report to the government. The government has 30 calendar days to review the draft and provide comments to contractor. The contractor then has 14 days to complete a final report. If the government does not provide feedback within the allocated timeframe the draft will be considered the final. If these timeframes go beyond 10/31/2021 that is acceptable given how late in the fiscal year is this being awarded. The timeframe of deliverables may be re-established at the time of the award.
5. Page 3 of the solicitation references Corporate Waste Solutions, LLC as the Contractor. Can you advise what this contractor’s role is in the proposed project?
Please disregard as this should have been removed prior to the issuance of the solicitation.
6. Would the government consider extending the submittal date one week, considering the upcoming federal holiday?
Yes, the due date will be extended by one week, due on 7/13/2021.
7. Is there room on site (approximately 20’ x 20’) to conduct the hand-sort or will the sort need to be conducted offsite, such as at the processing/disposal facilities?
· If there is not room on site, please confirm whether you will help facilitate a location for conducting the material auditing.
There is no room available to hand sort waste.
To meet the intent of this PWS, the contractor does not need to perform a comprehensive waste audit requiring physically sorting the waste to determine the makeup of the waste stream. This information is already available from several years ago and is not anticipated to have changed. This audit can be made available, if requested after award of contract. The contractor can simply conduct a visual review (looking into trash receptables) to observe compliance with segregating waste and generate an estimate of waste contamination.
8. Please clarify that the audit only pertains to the Municipal Solid Waste (MSW) and recycling stream and not medical waste.
This audit does not involve any handling or assessment of Regulated Medical Waste (RMW) except for getting values (weights and categories of RMW from invoices) on the amount of RMW that is generated.
