1. Section 1.0 mentions emergency repairs with a 12-hour response time. Is this a phone response with the site within 12 hours? Historically, we have responded via phone and worked with the site to set up a time to come and make the repairs typically within the next 48 hours. Do note that if a call is received at 3pm on a gate failure, this requirement would mean that we must show up on site by 3am (after normal working hours for the site). VA Response: Phone response should be within an hour. If emergency call is after 3pm, then repair typically to be done the next day, maybe within 24 hours.
2. Section 1.0 mentions spare parts to be provided under this contract are relays, switches, drive gears, bearings, grease fittings, nuts, bolts, washers, mechanical connections, latch pin actuators, terminal blocks/electrical connections. There is already a spare parts package on site. Typically, a part that is used from the onsite spares will be replaced by the VA so they keep their inventory on hand. Are they wanting a second parts package included? VA Response: VA would also like to get another full set of parts packages; an Amendment will be posted at a later date to update the solicitation accordingly.
3. Section 2.0 mentions that all maintenance activities shall be performed between the hours of 4pm and 4am, but section 3.0 states that maintenance shall be performed between the hours of 7am and 4pm. I believe section 2.0 should read 7am to 4pm like section 3.0 does. VA Response:
Maintenance window is 7:00am to 4:00pm, however hours of work can be adjusted with COR approval.
4. Section 3.0 mentions that emergency repairs shall be on a 12 hour response window. Same as above. VA Response: See item #1 above.
5. Section 3.0 mentions spare parts again. Same as above. VA Response: See item #2 above.
6. Section 3.0 mentions 14 annual visits, 12 monthly and 2 semi-annual. This is actually 12 annual visits, 2 of the monthly visits are performed at the same time as the 2 semi-annual PM’s.
VA Response: Correct, 12 visits total – 10 monthly and 2 PMs
7. Section 3.1 is worded like this is an installation project with progress reports required to be turned in weekly and monthly progress reports. This is not an installation project, the reports that we have provided historically are Maintenance Action Forms for each maintenance activity performed and Field Service Reports for any emergency repair that needed to be performed. VA Response: Only a report will be required after maintenance or emergency repair.
