7.0 7.1 7.2 7.2.1 7.2.2
8.2.3 Graphical User Interface (GUI). The Contractor will provide a GUI Mock-up template which illustrates as a minimum the overall design and functionalities for elements such as navigation, pointers, icons, menus, pulldowns and buttons. Mock-up will provide views ranging the full gamut of devices including Smart phone/Tablet/Desktop utilizing RWD/HTML 5 processes. Contractor must test all color choices for 508 compliance prior to submission of deliverable.
8.2.4 Media library. The Contractor will provide and maintain a Media Library for the storage and maintenance of media (audio/still images/video) associated with the assigned course. The Library must be well organized and labelled such that a new user can easily find a desired image or video. It shall include all of the audio, still images, videos assets used in the course, along with at least 20 additional still images that may be used for promotional materials. These images must be reviewed and approved by the VA. The Government shall be granted enduring access to the Media Library.
8.2.5 Student Interactivities. The Contractor will design student interactivities that function to a minimum of a level 3 of interactivity as described in Attachment A.
Any interactivity that is less than a Level 3 (e.g. slideshows, videos) shall be considered to be included as part of the core course development. Only Level 3 (or above) interactivities shall qualify for this additional deliverable. Each student interactivities shall consist of up to 3 versions: alpha, beta, and final. Quality standards for these versions are consistent with those for the Storyboards. Exercise design will be based upon course objectives and must be consistent with both the design concepts of the course. Exercises must function within the VA hosted responsive design environment and pass VA 508 testing. Completed exercises will reside both in the designated location within the course and in the Resources module.
8.2.6 Stand-alone Video. This deliverable is not to be used for videos that are produced as part of the core development of a course. This is for a stand-alone video of up to 10 minutes in length that is requested outside of that process. These videos may be promotional (e.g. a teaser video to go on a landing page) or educational (e.g. a “how-to” video for nurses to use the sleep diary). VA will provide the objectives of the video, the intended audience, and the suggested length. The Contractor shall provide expertise on the most effective approach, shall write scripts, select images, and create any necessary animation. Contractor shall be responsible for all logistics involved in creating the video. VA must provide approval of the concept/approach to be used, the scripts, and the images to be included. VA may request up to 3 “cuts” of the full length video, for example, if a 5-minute full length instructional video is created, VA may also request a 30-second version of it and a 2-minute version.
8.3 Task 3: Development. In preparation for the successful deployment of the Web Mediated Self-help Program courses, the Contractor shall create the HTML 5/ Responsive Web Design (RWD) mock up utilizing the final storyboards. The Contractor shall ensure that all products are 508 compliant via the VA Section 508 office by submitting the appropriate VA Section 508 Conformance documents for each product to the VA Section 508 Office at Section508@va.gov. Conformance documents may be obtained here: http://www.section508.va.gov The Contractor shall produce all media elements required for these courses including photography, animation, and video; and shall coordinate logistics and provide all necessary services to shoot and produce video on location or in studio if determined needed. Production of these media elements should be considered part of these development deliverables.
8.3.1 Web Development. The Contractor shall use final storyboards to create the RWD mock up. The Contractor shall populate the template with content and incorporates media files. The Contractor shall make the prototype module available on the shared site for PC and focus group review. The Contractor shall incorporate feedback and create final version of each course. Web Development may have up to 3 versions: Alpha, Beta, and Final. Quality expectations are consistent with those for the Storyboards. The Alpha version shall be based on either the final Storyboard or another web/mobile product that can serve as a storyboard to provide content, design, and structure for the RWD mock-up.
8.3.2 Updates and Maintenance. The Contractor shall make minor updates or repairs to courseware on an as-needed basis or based on the initial assessment:
8.3.2a Initial Assessment (Once per life of the contract). The Contractor shall perform a detailed assessment of all courses/pages found in VeteranTraining@va.gov including a new course and a Director’s cut. Assessment will consist of but not limited to a review of all Pages, Documents, Images and Interactivities for style, inclusiveness, functionality, grammar and reading levels, standards found in the VHA Style Guide will be followed. The Contractor shall produce a detailed report on each course with all findings and report the level of difficulty in taking corrective actions and any suggested additional courses of action. The reports shall be completed/presented to the VA Team while concurrently moving on to the next course review.
8.3.2b Maintenance (Annually). Based on the initial assessment and current issues, the Contractor shall make minor adjustments or repairs to courseware on an as-needed basis. This deliverable shall cover diagnosing the problem and applying corrective actions and any administrative work necessary to support that action (i.e. emails to EWIS or other VA regulatory organizations to request promotion of the new version). This deliverable shall include changes made at the request of VA or in response to changes in the VA/Internet environment.
