MAIL SORTING EQUIPMENT WITH MAINTENANCE

QUESTIONS AND RESPONSES

1.1.1 MINIMUM REQUIREMENTS:

E. Premise Based Output Management Software – Ability to generate and print VA FSC mailings with Bar Code Reader (BCR) markings all while interfacing to current closed-loop Automated Insertion Management System (AIMS) verification software.

This is restrictive to one vendor as AIMS software is a brand name Neopost software

Question 1: This spec is restrictive to one manufacture. In order to allow for fair and open competition will the government change this requirement to Automated Insertion Management System (AIMS) or equal as AIMS software is a brand name Neopost software?

Response: Requirement is revised as follows: E. Premise Based Output Management Software – Ability to generate and print VA FSC mailings with Bar Code Reader (BCR) markings all while interfacing to current closed-loop Automated Insertion Management System (AIMS) verification software or Equal.

1.0 REQUIREMENTS

Letters are processed in window #10 envelopes, including 1-2 tri-folded sheets of paper in variable page sets.

F. Quote needs to include two like units of equipment for “work sharing” and redundancy.

1. Must have the ability to process pack thicknesses up to 2.5 mm thick.”

Question 2: To allow for fair and open competition will the government please remove the thickness requirements, as it is restrictive to one vendor or can the VA provide samples of the material that requires these spec’s so it can be tested to validate if it will work?

Response: The following requirement has been removed:” Must have the ability to process pack thicknesses up to 2.5 mm thick.”

F. Quote needs to include two like units of equipment for “work sharing” and redundancy.

2. Each machine must have a large color touch screen which can be viewed by operators of different height without the need to raise or lower the machine or table. This ergonomic design will be aimed at further increase productivity.

There is nothing inherently superior or more efficient in a “touch screen” utilized primarily by Neopost versus touch “buttons” utilized primarily by Pitney Bowes to control the functions of the folder/inserters. Both technologies allow the same ease of use of the systems with a single finger tap. Pitney Bowes offers the touch button on their high-volume folder inserters to allow user in a production environment to operate the machine with a single finger tap even if wearing safety gloves. This has been accepted at many other VA as equal technology.

Question 3: Would the government accept folder inserters with touch buttons?

Response: Yes

Question 4: In order to allow for fair and open competition will the government remove this requirement?

This is a spec meant to be restrictive to one manufacture. Having the ability to raise or lower the whole machine will allow the operators to easily reach the feeders to load material which will increase productivity and reduce the possibility of accidents or workers comp due to shorter operators having to use a stool to reach the feeder or larger operators having to bend down to load material.

Response: The requirement has been removed.

Question 5: Under section 1.1.1 (minimum requirements) parts D, E, and 2 are requesting software solutions that require annual support and renewals. Currently the pricing structure requested only allows for annual maintenance. Where should the associated annual software costs be shown?

Response: If the software is not imbedded with the hardware, suggest vendors provide software cost and maintenance for accompanying software. A separate CLIN should be added at the time of award to capture the software and annual maintenance. We can’t delete this requirement not knowing what software is compatible with proposed equipment.

6: The RFQ is currently unrestricted which allows anyone to respond. Although the bid clearly states price will be the main factor in deciding which solution/offer is deemed most suitable for the VA, we would like to know if the VA will evaluate any small disabled veteran owned small businesses (SDVOSB) responses before others.

Response: No socio-economic preference will be used to evaluate quotes.
