Under no circumstances shall any pricing be included in the Technical quote. Quoters shall provide a detailed approach that addresses the requirements listed in Section 5 of the PWS.
E.2 EVALUATION APPROACH
A. Evaluation and Award Process
(1) Award will be made to a quoter on the basis of the lowest evaluated price among quotes meeting or exceeding the acceptability standards for the non-price factors. The Government will achieve best value through the use an economical Lowest Price, Technically Acceptable (LPTA) awardee selection process. While the Government will strive for maximum objectivity, the technical go/no go process, by its nature, is subjective; therefore, professional judgment is implicit throughout the evaluation process. The Government intends to make an award based on the initial quotations. If further questions are required, the Contracting Officer may contact the Quoter or Quoters. Award will be made to the lowest priced responsible Quoter whose quote conforms to all solicitation requirements, such as terms and conditions and technical requirements, and provides the best value to the Government based on the results of the evaluation process described in paragraph (b) below.
(2) The economical LPTA evaluation process will be accomplished as follows:
a. The evaluation process will begin with a ranking of quotes based on the total evaluated price from lowest to highest among all quotes. The quotes will subsequently be evaluated to determine whether the price is complete, reasonable, and balanced.
b. Once the price quotes are ranked, and prices evaluated, the Government will evaluate the Technical Acceptability of the quote of the lowest priced Quoter (price must be complete, reasonable, and balanced). If that quote is determined to be Technically Acceptable, the Contracting Officer will select that Quoter as the awardee. If the lowest price quote is determined to be unacceptable, the Government will evaluate the next lowest price quote and will continue this process until the LPTA quote from a responsible vendor is identified.
(3) An expeditious award is desired. Award may be based on initial offers received without further communication with Quoters. However, the Government reserves the right to communicate with one or more Quoters, if it is later determined by the Contracting Officer to be necessary.
B. Factor Evaluation
(1) PRICE EVALUATION APPROACH
Price will not be evaluated adjectivally or assigned a score. The Government will evaluate price to determine whether or not it is considered fair and reasonable based on FAR 8.405-2(d). In accordance with FAR 8.404 (d), GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, the CO and technical evaluation team will be responsible for considering the level of effort and the mix of labor proposed to perform the specific tasks being ordered, and for determining that the total price is reasonable from all responses received in accordance with the evaluation criteria provided to the contractors. Discounted rates from GSA pricing are highly encouraged.
The Government will evaluate offers by adding the total of all line item prices, including those of the option periods. The Total Evaluated Price will be that sum. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of the option shall not obligate the Government to exercise the option.
Note that to be reasonable, the level of effort and mix of labor proposed for the specific tasks being ordered must be acceptable and the labor rates proposed as the basis for the quoter’s pricing must be at or below its GSA schedule pricing. Also note that this requirement is covered by the Service Contract Act and Department of Labor (DOL) Wage Determinations apply.
(2) TECHNICAL ACCEPTABILITY
a. Technical Capability:
The quote will be evaluated to determine if the Quoter provides a sound and compliant approach that addresses (meets) the requirements of the Performance Work Statement (PWS) without interruption of services.
Note that failure to meet or address a PWS requirement may result in an offer being determined technically unacceptable.
