Contracting Officer will make their full text available.
The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:
A. GENERAL INSTRUCTIONS:
In addition to the information provided in FAR Clause 52.212-1 Instructions to Offerors –Commercial Items, the following instructions to vendors apply:
(a) All quotes shall be submitted in accordance with the following instructions, which establish the acceptable minimum requirements for the format and content of the quote.
(b) Your quote must stipulate that it is predicated upon all the terms and conditions of this RFQ and signed by an official authorized to bind your organization. In addition, it must contain a statement to the effect that it is firm for a period of at least 30 days from the date of receipt by the Government.
(c) Quote shall be submitted electronically via email to Jaime.Belletto1@va.gov and Lora.Gross@va.gov before the date and time that quote is due. All quotes shall reference 36C10X18Q0130 in the email subject line.
(d) All questions regarding this solicitation shall be submitted via email on or April 11, 2018, at 4:00 PM Eastern Time (ET) to Jaime.Belletto1@va.gov and Lora.Gross@va.gov. Only written questions will be accepted. It is requested that all questions be combined into one Microsoft Word document. The email subject line shall reference 36C10X18Q0130.
(e) Quotes not submitted directly to Jaime.Belletto1@va.gov and Lora.Gross@va.gov, or received after the due date/time may not be considered. The email system will not accept file sizes that exceed 5MB. It is the contractor’s responsibility to submit all parts of their quote no later than the date and time specified in the RFQ.
(f) Quote Files: The submission shall be clearly indexed and logically assembled.
Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer.
All files will be submitted as a Microsoft Excel (.xls/.xlsx), Microsoft Word (.doc/.docx), or Acrobat (.pdf) file or compatible as indicated in the table. Page size shall be no greater than 8 1/2" x 11". The top, bottom, left and right margins shall be a minimum of one inch each. Font size shall be no smaller than 12-point. Page numbers, company logos, and headers and footers may be within the page margins ONLY, and are not bound by the 12-point font requirement. Footnotes to text shall not be used.
(g) File Packaging: Do not compress (zip) quote files. VA Network Security Operations Center (NSOC) has temporarily blocked email attachments with the “.zip” extension as a mitigation measure against the ongoing world-wide ransomware event impacting many organizations. During this time, .zip file extensions will be permanently stripped from email traffic, and will not be recoverable. Due to VA email file size restrictions, vendors are encourage to logically separate their quote into separate emails. If this is necessary, vendors should attempt to contain complete volume within single email transmissions (and not split volumes). Vendors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission.
(h) Content Requirements: All information shall be confined to the appropriate file.
The offeror shall confine submissions to essential matters, sufficient to define the quote and provide an adequate basis for evaluation. Vendors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote.

E.2 FAR 52.212-2 EVALUATION
FAR 13.106-2 Evaluation of Quotations or Offers
The Government intends to award a Purchase Order as a result of this Request for Quote to the responsible offeror whose quote conforms to the solicitation requirements and will be most advantageous to the Government, considering price, technical capability and past performance of the service offered. Offerors must be determined responsible according to the standards of FAR Part 9 to be eligible for award.
The Government is not limited to the Past Performance Record information provided above, but reserves the right to independently seek past performance information through open market contracts, government systems, and other government agencies.
The Contracting Officer does anticipate adequate price competition for this RFQ.
Should that not happen, the Contracting Officer may need to ask for Data Other than Certified Cost and Price Data to assist with the determination of price reasonableness.
Vendors are advised that submitting an unrealistically low price may be grounds for eliminating a quote from competition. This could be on the basis that the vendor does not understand the requirement or has made an incautious quote.
